앞서 경북 포항시 장기면 주민 2천 803명은 지난달 19일 국민권익위에 ‘수성사격장 이전 또는 완전 폐쇄’를 요구하는 집단민원을제기했다.

 

포항 수성사격장은 지난 1965년 해병대 전용 사격장으로 건설된 이후 약 55년 간 헬기, 포병, 전차 등 각종 사격훈련을 실시해 왔다.

 

특히 포천에서 실시한 주한미군 아파치헬기 사격훈련을 민원으로 인해 할 수 없게 되자 국방부는 2019년부터 포항 수성사격장을 대체 사격장으로 제공하면서 주민과의 갈등이 발생했다.

 

조정 착수를 위한 관계기관 준비회의에서 주민대표와 국방부 그리고해병대는 국민권익위가 중립적인 입장에서 중재해 줄 것을 요청해 준비회의에서 국방부와 해병대는 국민권익위가 조정을 진행하는 동안 계획된 사격훈련을 중단하기로 결정했다.

 

이후 국민권익위는 이번 달 18일부터 본격적으로 수성사격장 관련 소음·진동, 수질오염 등 주민 피해 사실확인을 위한 현장 조사를 착수해 진행하고 있다.

 

또한 국민권익위는 포항시 장기면주민들을 대상으로 맞춤형 이동신문고 운영과 국방부, 해병대 등 관계기관을 방문하는 등 현장 및 사실 조사를 진행할 예정이다.

 

현장 조사와 더불어 이정희 고충처리 부위원장이 이날 직접 수성사격장을 방문해 현장을 확인하고 장기면 주민들을 만나 의견을 수렴해 주민대표와 국방부, 해병대에 협조 사항을 전달할 예정이다.

 

이정희 고충처리 부위원장은 “대한민국 안보와 한미동맹 그리고 지난 55년간 고통받으며 살아온 주민들의 권익과 생존권을 함께 고려해 주민의 입장에서 고충을 청취하고 현장을 조사한 이후 설득력 있는 해결방안을 마련하도록 최선을 다하겠다”고 말했다.
