경북경찰 ‘제4기동대’는 의경 폐지 및 대체 경찰관 인력 증원 일환으로 제1기동대 2010년 경산, 제2기동대 2019년 도청 신도시, 제3기동대 2022년 영천에 이어 네 번째로 창설됐다.

기동대장을 포함, 경찰관 84명으로 구성되어 집회·시위 상황 대비, 대테러, 경호 등 경비업무를 전담할 뿐만 아니라 다중밀집 안전관리, 범죄예방, 형사, 교통 등 다양한 치안 활동에 투입될 예정이다.

최주원 경북경찰청장은 “집회·시위의 자유 보장과 인권·안전을 최우선으로 법과 원칙이 지켜지는 집회·시위 문화 정착을 위해 관련한 교육·훈련에 최선을 다해야 할 것"이라며“특히, 다중 밀집에 따른 인파 안전사고를 예방하고 관리할 수 있는 역량 향상을 위한 훈련을 부단히 실시해 달라”고 당부했다.
