【브레이크뉴스 영주】이성현 기자=영주시의회(의장 김병기)는 최근 시민들 사이에서 논란이 일고 있는 적서동 농공단지 내 납폐기물 재생공장 설립 문제와 관련해, 지난 6월 20일 ‘납폐기물 재생공장 대책 특별위원회’(이하 특위)를 구성하고 본격적인 대응에 착수했다.

2일 영주시의회에 따르면 ㈜바이원이 추진 중인 해당 공장은 반경 5km 이내에 어린이집과 학교, 아파트 등 시민 생활권이 밀집한 지역에 위치해 있어, 주민 건강과 환경에 미칠 영향에 대한 우려가 커지고 있다. 

이에 따라 ‘영주납공장반대시민연대’는 최근 영주시의회에 공식 요청서를 제출하고, 간담회와 공청회 개최, 전문가 참여 등을 요구했다.

시민연대는 “납폐기물 재생공장이 들어설 경우 전 연령대 시민의 건강에 직·간접적인 피해가 우려된다”며, 2,000명 이상의 참여를 바탕으로 7만 명 시민 서명을 목표로 하는 서명운동과 함께 본격적인 대응 활동을 이어가고 있다.

이에 특위는 지난 20일 시민연대 대표와의 면담을 시작으로, 23일과 26일에는 영주시 관계자들과의 면담을 통해 관련 인허가 절차와 소송 과정 전반에 대한 행정 처리 문제를 점검하고 개선 방향을 논의했다. 특위는 이 과정에서 향후 활동 계획안도 상정·의결했다.

특위는 앞으로 시민, 전문가, 행정이 참여하는 열린 공청회 개최, 사업장 현장 방문, 타 지자체 유사 사례지 견학 등 실질적인 현장 중심 활동을 통해 문제 해결 방안을 모색할 방침이다.

또한 특위는 영주시에 대해 △업체의 대기오염물질 배출량 축소 신고 의혹에 대한 외부 전문기관 재산정 △소송 쟁점이 된 대기오염물질 측정 방식의 적정성에 대한 환경부 질의 △주변 주거환경 변화 요소에 대한 재분석 △하승수 변호사 등 외부 전문가의 문제 제기에 대한 면밀한 검토와 직접 소통을 통한 의혹 해소 등을 강력히 요구했다.

전풍림 특위 위원장은 “시민의 건강과 환경권은 결코 타협할 수 없는 기본 가치”라며 “의회는 시민의 뜻을 대변하는 기관으로서, 실효성 있는 대안을 마련하기 위해 모든 역량을 집중하겠다”고 밝혔다.

The special committee plans to seek solutions to the problem through practical, field-centered activities such as holding open public hearings with the participation of citizens, experts, and administration, visiting business sites, and touring similar cases in other local governments.

Special Committee Chairperson Jeon Poong-rim stated, “Citizens’ health and environmental rights are fundamental values ​​that can never be compromised,” and “As an institution that represents the will of the citizens, the National Assembly will focus all its capabilities on preparing effective alternatives.”
