민주당 경북도당은 9일 성명을 통해 “에너지 정책은 국가 차원의 중장기 전략 속에서 신중하게 검토되어야 할 사안”이라며 “iSMR 역시 국가 차원의 연구개발과 정책 논의 속에서 추진되는 분야인 만큼 특정 지역에서 충분한 시민 공론화와 사회적 합의 없이 유치 추진이 서둘러 진행되는 것은 매우 신중해야 할 문제”라고 밝혔다.

도당은 특히 최근 경주 지역에서 이·통장 조직을 통해 시민 서명이 진행되고 있다는 제보가 이어지고 있다며 문제를 제기했다. 도당은 “행정 조직과 연결된 지역 조직이 정책 추진을 위한 서명운동에 관여하고 있다면 이는 매우 부적절한 일”이라며 “주민을 대표하는 이·통장 조직이 특정 정책 유치를 위한 서명운동에 활용될 경우 행정의 중립성과 공정성에 대한 심각한 우려가 발생할 수 있다”고 주장했다.

또 경주시 전역에 iSMR 유치를 홍보하는 현수막이 3주째 무분별하게 게시되고 있으며 상당수가 관련 법과 절차를 지키지 않은 불법 현수막이라는 지적도 제기했다. 도당은 “도시 곳곳을 뒤덮은 현수막이 시민들에게 일방적인 메시지를 반복적으로 노출시키며 사실상 정책 홍보 수단으로 활용되고 있다”며 “해당 현수막의 제작·게시 주체와 비용 출처도 시민에게 명확히 밝혀져야 한다”고 강조했다.

이어 “행정이 정책 추진 과정에서 시민 서명을 조직적으로 받거나 불법 현수막을 방치한 채 여론을 형성하는 방식은 시민의 자발적인 의견 형성을 왜곡할 우려가 있으며 민주적 행정 원칙에도 맞지 않는다”고 지적했다.

민주당 경북도당은 △이·통장 조직을 통한 iSMR 유치 서명운동 즉각 중단 및 경위 공개 △행정이 개입하거나 주도하는 시민 서명운동 등 여론 형성 행위 중단 △경주시 전역 불법 현수막 즉시 철거 및 설치 주체와 비용 공개 △시민 참여 공론화 과정과 공개 토론 보장 등을 경주시에 요구했다.

도당은 “경주의 미래와 시민 안전에 영향을 미칠 수 있는 중대한 정책일수록 속도가 아니라 절차와 신뢰가 우선돼야 한다”며 “경주시는 시민 의견을 존중하고 정책 추진 과정에서 공정성과 투명성을 확보하는 책임 있는 행정을 보여야 한다”고 밝혔다.

그러면서 “더불어민주당 경북도당은 시민의 알 권리와 민주적 정책 결정 절차를 지키기 위해 책임 있는 역할을 다하겠다”고 덧붙였다.

They also pointed out that banners promoting the iSMR project have been posted indiscriminately throughout Gyeongju City for three weeks, and that many of them are illegal, violating relevant laws and procedures. The provincial party stated, "The banners covering the city repeatedly expose citizens to one-sided messages and are effectively being used as a means of promoting policy." They emphasized, "The entity responsible for producing and posting these banners, as well as the source of funding, must be clearly disclosed to the public."

They further pointed out, "The administrative practice of systematically collecting citizen signatures or neglecting illegal banners to shape public opinion during the policy implementation process risks distorting citizens' voluntary opinion formation and is inconsistent with democratic administrative principles."

The Gyeongbuk Provincial Chapter of the Democratic Party of Korea demanded that Gyeongju City immediately halt the signature campaign for the iSMR project through village and neighborhood leaders and disclose the details thereof; cease public opinion-shaping activities, such as citizen signature campaigns, that involve or lead the administration; immediately remove illegal banners throughout Gyeongju City and disclose the installation entities and costs; and guarantee a public deliberation process and open discussion involving citizens.

The provincial chapter stated, "When it comes to policies that could significantly impact the future of Gyeongju and the safety of its citizens, process and trust must take precedence over speed." They added, "Gyeongju City must demonstrate responsible administration that respects citizens' opinions and ensures fairness and transparency in the policy implementation process."

They added, "The Gyeongbuk Provincial Chapter of the Democratic Party of Korea will fulfill its responsibility to protect citizens' right to know and democratic policy-making processes."
