대구시가 체결하지도 않은 밀라시와 자매결연을 했다고 15년간이나 홍보하고 시청홈페이지에 지속적으로 게시해 대구시의 행정신뢰도에 대한 심각한 의문이 제기된 것과 관련해 대구시는 지난 3일 밀라노에 대구시 관계자를 파견해 밀라노시를 상대로 자매결연의 지위를 확보하려 했지만 실패한 것으로 확인됐다. <본지 1월7일-2회,1월9일,1월10일-2회,1월11일>보도 (검색어 대구시 밀라노)

대구시는 지난 1998년 12월14일 밀라노시청에서 문희갑 대구시장과 가브리엘레 알베르띠니 이탈리아 밀라노시장이 참석한 가운데 자매결연 조인식을 열었다고 대대적으로 홍보한바 있지만 밀라노는 이 같은 사실을 부인해 파문이 일었다.

특히 밀라노시가 지난 2011년 말 대구시에 ‘자매결연을 맺은 사실이 없다’고 대구시에 통보한 이후에도 대구시는 대구시의회 보고는 물론 시민들을 상대로 계속 밀라노가 대구시의 자매결연도시라고 홍보한 것으로 확인돼 여론의 심한 질타가 쏟아진바 있다.

이와 관련 14일 마르타 맨시니 밀라노시청 대외협력관은 기자와의 전화통화(현지시각 13일)에서 "대구시는 밀라노와 자매결연도시가 아님을 재확인하고 이러한 입장을 밀라노를 방문한 배영철 대구시 국제통상과장에게 분명하게 전달했다"고 밝혔다.

마르타 협력관은 다만 “대구시와 밀라노가 우호협약이 되어 있는 관계지만 자매결연 관계는 아니다”고 밝히면서도 “대구시와는 적대관계가 아니며 앞으로 지속적인 햡력을 하고 싶다”고 말했다.

마르타 협력관은 또 "밀라노시의 자매결연 과정에 대해 양 시장이 공동목적 등의 토론을 한 뒤 양해각서를 체결하고 2년 뒤 양해각서의 활동을 평가해 긍정적 결과가 나오면 계약을 연장하고 의회의 승인을 받는다"고 밝혔다.

대구시 국제통상과 배영철 과장도 “이번 밀라노 방문을 통해 이태리 국제협력장(관)을 만나 양도시의 입장 차이를 확인했다”며 현재로선 대구시와 밀라노가 자매결연이 아님을 시인했다.

배 과장은 “밀라노시 입장은 양국간 자매결연의 절차에 차이가 있고, 당시 98년 공동성명(대구시는 자매결연이라 주장) 체결 이후 시장이 3명 바뀌면서 직원들도 바뀌어 대구시가 얘기한 자료를 찾을 수 없어 유감이라고 말했다”고 밝혔다.

배 과장은 또 “밀라노 관계자에 따르면 지금은 과거 서류를 찾을 수 없으므로 우선은 제대로 된 절차를 통해 관계를 강화하자 하는 게 밀라노의 입장”이라며 “그래서 대구시는 내부적으로 어떻게 정리할 것인지는 좀 더 검토해서 하는 게 맞다고 생각한다”고 말했다.

배 과장은 특히 “우리는 자매결연을 맺었다고 생각했는데 밀라노가 아니라 하니 자존심이 상한다”면서 “하지만 현재로선 우리가 다른 수단은 없기 때문에 실질적으로 상호 도움이 되는 교류를 계속 해야 할지, 그만 두어야 할지 숙고할 예정”이라고 말했다.

배 과장은 공식적인 자매결연 절차에 대해 너무 안이하게 대응해 국제적 망신을 산 것 아니냐는 기자의 질문에 대해 “당시 밀라노 자매결연은 대부분의 실무적인 절차를 대구시가 밀라노와 직접 한 게 아니라 주 이태리한국대사관의 도움을 받아 했다”면서 “당시 협조 문건은 ‘대구-밀라노 자매결연 건’으로 했고 100% 자매결연으로 이해했다”고 해명했다.

또한 밀라노와 달리 대구시가 다른 도시와 체결한 자매결연 문건에는 모두 자매도시(Sister Agreement)라는 용어가 제목 또는 문안에 들어 있음에도 유일하게 밀라노만 빠져있는 이유에 대해 배 과장은 “1989년 맺은 공동선언문에 자매결연 희망한다는 내용이 있고 98년에는 ‘공동선언에 유념하여 아래와 같이 관계를 맺기로 한다’고 했기 때문에 자매결연이라고 생각했다”고 밝혔다.

하지만 배 과장도 “원칙은 자매결연이란 관계(용어)가 들어가야 하는 게 맞다”고 인정했다. 배 과장은 다만 “정황상 실수건 아니건 그 절차로 종료(자매결연 체결)되는 것으로 이해했고 지금의 논란은 당시 한국과 밀라노와의 문화적 차이 때문으로 생각한다”고 말했다.

절차가 상당히 복잡합니다. 시간은 꽤 걸리는 절차입니다. 지금 저희 쪽에서는 14개의 결연이 있고 더 많은 자매결연을 할 생각이 없습니다. 저는 그 분(1998년도의 밀라노 시장이였던 가브리엘)을 대신해서 답변을 할 수 없음을 이해해 주세요. 옛날 정말 조금의 자료로 판단하기가 어렵습니다.

대구와 밀나노가 공동목적을 바탕으로 미래에 협약하고 이 협약을 몇 년뒤에 검토한뒤에 두시가 관계를 유지하고 싶으면 협약을 연장하게 되게 됩니다. 상황에 따라 다르지만 보통 4-5년정도 걸립니다. 왜냐하면 2개의 협약이 진행이 4년 이상 되어야 합니다. 대구와는 우호협약이 있기 때문에 좀 더 빨리 진행이 되리라고 생각합니다.
