경상북도경찰청(청장 윤동춘)은 도심부 보행자 교통사고를 줄이기 위한 ‘안전속도 5030’ 정책을 내달 17일부터 전면 시행한다고 25일 밝혔다.

‘안전속도 5030’정책은 보행자 안전 제고 및 교통사고 발생시 사망자 감소를 목표로 도시부 주요 도로의 제한속도를 시속 50km이하로 낮추고, 주택가나 보호구역 등 특별히 보행안전을강화할 필요가 있는 이면도로의 제한속도를 시속 30km로 지정하는 교통정책이다.

2018년 한국교통안전공단 연구 결과, 주행속도가 10km 감소하면 사망사고 발생률이 20%가량 줄어드는 것으로 나타났다.

대부분의 선진국에서는 이미 도심부 제한속도를 시속 50km 이하로 제한하고 있으며, 제한속도를 하향한 국가들의사망자 통계를 살펴보면 시속 60km 주행 중 차량과 보행자가 충돌할 경우 보행자 10명중 9명이 사망하지만, 시속 50km로 속도를 낮추면 5명만 사망하는 것으로 나타나는 등 적게는 12%, 많게는 67%의 교통사고 사망자 감소율을 보이고 있다.   

제한속도가 하향되면 이동시간이 많이 늘어날 것이라는 우려가 있으나 한국교통안전공단 대구경북본부에서 구미시와 경산시에서 실시한 주행실험 결과, 이동시간이 불과 1~4분 지연되는 정도로 실제 큰 차이가 없는 것으로 나타났다.

경상북도경찰청은 이달 안으로 ‘안전속도 5030’ 시행에 필요한 모든 교통안전시설 정비를 마치고, 전 도민이 이해할 수 있도록 적극적인 홍보활동을 펼칠 계획이다.

윤동춘경북청장은 “제한속도 하향에 따라 다소 불편하다고 느낄 수 있겠으나, 어린이·노인 등 교통약자를 비롯한 모든 도민들의 안전을 위해 시행되는 만큼 적극 동참해 달라”고 당부했다.
