【브레이크뉴스 안동】이성현 기자=한국국학진흥원(원장 정종섭)은 2월 28일부터 3월 3일까지 태국 방콕에 소재한 유네스코 방콕사무소에서 ‘유네스코 세계기록유산 아시아‧태평양 지역위원회(이하 MOWCAP: Memory of the World Committee for Asis/Pacific) 사무국 회의’를 개최했다고 10일 밝혔다.

이번 회의는 유네스코방콕사무소에서 개최한 ‘아시아‧태평양 지역의 위험에 처한 기록유산 전문가 회의(Documentary Heritage at Risk in Asia and the Pacific Experts Meeting)’와 연계하여 개최했는데, 한국국학진흥원도 기록유산 재난관리 툴킷(toolkit) 개발에 힘을 보태기로 했다.

MOWCAP은 1998년 설립된 세계기록유산 지역위원회로 현재 아‧태지역 43개의 회원국을 두고 있으며, 24개국 65건의 기록유산이 ‘유네스코 세계기록유산 아시아태평양지역목록’에 등재되어 있다.

현재 한국은 ‘한국의 편액’, ‘만인의 청원, 만인소’, ‘궁중편액과 현판’, ‘내방가사’, ‘삼국유사’ 및 ‘태안유류피해극복기록물’ 등 총 6종이 지역목록에 등재되어 있다. 한국국학진흥원은 그간의 기록유산 등재 및 활용 성과와 對유네스코 기여도 등이 종합적으로 고려되어 작년 7월에 MOWCAP 사무국이 설치되었고, MOWCAP의 등재 업무와 국제협력 업무, 등재 목록에 대한 모니터링과 사후관리 등의 업무를 협력하고 있다.

이번 MOWCAP 사무국 회의는 본원 담당자 2명, 김귀배 MOWCAP 의장(유네스코한국위원회 지적연대본부장), 린 안 모루 MOWCAP 사무국장(유네스코방콕사무소 전문관), 조 히로나카 유네스코방콕사무소 지역자문관 등이 참여하였으며, 2024년 제10차 총회 개최지 선정, 2024년 아태지역목록 등재 절차 개시, 세계기록유산 지역위원회 역량강화 국제학술대회 개최 등 굵직한 현안에 대해 논의했다.

특히 올해 10월말 국제기록유산센터(ICDH: International Center for Documentary Heritage) 개원에 맞춰 공동으로 개최 예정인 국제학술대회에는, MOWCAP 의장단 뿐만 아니라 라틴아메리카, 아프리카의 의장단을 함께 초청하여 지역위원회의 역량 강화와 향후 협력 방안을 함께 모색할 예정이다.

이번 전문가 회의에서는 최근 설립된 싱가포르국가기록원 기록관리사들의 기록유산 보존 노력, 前 호주국립시청각기록관장이 2003년 경험한 캔버라 대형산불에서 우리가 배울 점 등이 발표되었다.

태국, 말레이시아, 인도네시아, 필리핀, 인도, 베트남, 중국, 일본에서 온 전문가들이 각국의 재난에 처한 기록유산의 보존 노력 등을 공유하였고, 태평양제도에서 기록물을 보존하고 관리하는 어려움에 대해서도 경험을 나눌 수 있었다.

특히 김귀배 MOWCAP 의장은 아태지역 기록유산 보호를 위한 노력으로 본원의 다양한 활동들을 함께 소개하여, 아태지역 기록유산의 중심 기관으로서 본원의 위상을 다시 한번 높일 수 있었다.

전문가 회의 결과를 바탕으로, 한국국학진흥원은 재난에 처한 기록유산 보존을 위한 툴킷 개발에 동참하기로 하였으며, 특히 아시아·태평양지역의 최빈개도국(LDC) 툴킷 가이드북 제작 지원과 국문 툴킷 가이드북 제작 및 국내 배포에 함께 협력하기로 했다.

   At this expert meeting, the efforts of the recently established archivists of the National Archives of Singapore to preserve documentary heritage and what we can learn from the 2003 Canberra wildfire experienced by the former director of the National Audiovisual Archives of Australia were presented.

Experts from Thailand, Malaysia, Indonesia, the Philippines, India, Vietnam, China, and Japan shared their countries' efforts to preserve documentary heritage in crisis, and shared their experiences about the difficulties of preserving and managing records in the Pacific Islands. there was.

In particular, MOWCAP Chairman Kim Gwi-bae introduced various activities of the MOWCAP in an effort to protect documentary heritage in the Asia-Pacific region, raising the status of the institute as a central institution of documentary heritage in the Asia-Pacific region once again.
