특히 이번 성과는 독립운동가 해창 조병국의 손자인 조원경 목사[하양무학로교회]의 다량 기탁을 통해 수집 목표를 앞당긴 것이라 남다른 의미가 있다.

11,000여 점이 넘는 기탁자료에는 일제강점기 독립운동의 실상과 민중의 삶을 파악할 수 있는 자료가 다수 포함되어 있다. 이를 통해 한국국학진흥원은 국내 최다 국학자료 소장기관이라는 위상을 드높이는 동시에 독립운동가의 숭고한 희생을 되새기고 민중의 애환을 조명할 수 있는 귀중한 자료를 확보하는 쾌거를 거두었다.

문화체육관광부 지원으로 2002년부터 국학자료 기탁제도 운영

한국국학진흥원은 2002년부터 문화체육관광부에서 국비를 지원받아 “국학정책기반조성사업”의 일환으로 ‘국학자료 기탁관리제도’를 운영해오고 있다. 이는 개인이나 문중에서 보관하고 있는 국학자료의 도난, 훼손을 방지하기 위해 자료의 소유권은 원소장자에게 그대로 두고 관리와 활용권만 기관이 위임받는 제도이다.

한국국학진흥원은 수많은 개인과 문중의 참여를 통해 국내 최초로 국학자료 60만 점 수집을 달성하였다. 이 중 2015년에 ‘한국의 유교책판’이, 2017년에 ‘국채보상운동 기록물’이 유네스코 세계기록유산에 등재되었다. 그리고 2016년에 ‘한국의 편액’이, 2018년에 ‘만인의 청원, 만인소’가 유네스코 아시아·태평양지역 기록유산에 등재되었다. 이는 기탁제도를 기반으로 이뤄낸 값진 성과라 할 수 있다.

독립운동家의 기탁, 사라져가는 역사를 지키려는 후손의 노력

기탁자조원경 목사는 독립운동가 해창 조병국(趙柄國, 1883~1954)의 손자이다. 조병국은 1919년 3·1 운동 당시 청송 화목장터에서 조현욱(趙炫郁), 신태휴(申泰烋) 등과 함께 독립만세운동을 주도한 인물로, 1990년 건국훈장 애족장이 추서되었다.

기탁자료 대부분은 일제 강점기 근대 문서와 당시 작성된 필사본 일기류이며, 조병국 등 많은 독립운동가의 활동과 당대 민중의 삶이 생동감 있게 담겨있다. 조원경 목사는 독립을 위해 활약한 선조의 업적을 기리고 한국 근대사회의 다양한 모습이 세상에 전해지길 바라는 마음을 담아 오랜 시간 간직하고 수집해 온 11,000여 점의 자료를 선뜻 기탁했다.

이 외에도 한국국학진흥원은 김도화(金道和, 건국훈장 애국장<1990>), 류필영(柳必永, 건국포장<1995>), 이두훈(李斗勳, 건국포장<2015>), 이만도(李晩燾, 건국훈장 독립장<1962>), 이승희(李承熙, 건국훈장 대통령장<1977>), 장석영(張錫英, 건국훈장 독립장<1980>) 등 많은 독립운동가 문중의 국학자료를 소장하고 있다.

최근 “국학진흥 청년일자리 창출 사업”에서 추진 중인 ‘대한민국 독립운동가 저술 번역’을 통해 ‘척암집’(김도화)을 국역 완료하였고, 이는 곧 전자책으로 출간할 예정이다. 이어‘대계집’(이승희)도 국역이 진행 중이다.

정종섭 한국국학진흥원장은 “독립운동가의 후손이신 조원경 목사님께서 1만 점이 넘는 다량의 자료를 기탁 해주신 덕분에 국학자료 수집 60만 점을 조기에 달성하는 기념비적 성과를 세울 수 있었다”고 하며, “광복의 역사와 의미를 되새길 수 있는 값진 자료들의 가치를 오늘을 살아가는 가치로 지켜갈 수 있도록 적극적으로 노력해 나가겠다.”라고 밝혔다.

Operating the national academic data deposit system since 2002 with the support of the Ministry of Culture, Sports and Tourism

  Since 2002, the Korea Institute for the Promotion of National Studies has been operating the ‘National Studies Data Deposit Management System’ as part of the “National Study Policy Foundation Project” with government funding from the Ministry of Culture, Sports and Tourism. In order to prevent theft or damage of national studies materials kept by individuals or families, the ownership of the materials remains with the original owner and only the management and utilization rights are delegated to the institution.

 Through the participation of numerous individuals and families, the Korea Institute for the Advancement of National Studies has achieved the first in Korea to collect 600,000 Korean studies data. Among them, ‘Korea’s Confucian Books’ in 2015 and ‘Records of the National Debt Repayment Movement’ were registered as UNESCO World Heritage Sites in 2017. In 2016, ‘Korea’s Pyunak’, and in 2018, ‘Everyone’s Petition, All-In-One’ was registered as a UNESCO Asia-Pacific Registered Heritage. This is a valuable achievement based on the deposit system.

Deposits of the independence movement families, the efforts of descendants to preserve the disappearing history

  The donor, Pastor Jo Won-kyung, is the grandson of the independence activist Haechang Jo Byeong-guk (1883-1954). During the March 1st Movement in 1919, Cho Byeong-guk led the independence movement along with Cho Hyeon-wook and Shin Tae-hye at the Cheongsong Hwamok Market.

Most of the donated materials are modern documents from the Japanese colonial period and manuscript diaries written at the time, and the activities of many independence activists such as Jo Byeong-guk and the lives of the people of the time are vividly contained. Rev. Cho Won-kyung willingly donated over 11,000 pieces of material that he had kept and collected for a long time to commemorate the achievements of King Seonjo, who was active for independence, and to convey the various aspects of Korean modern society to the world.

In addition to these, the Korea Institute for the Promotion of Korean Studies (KISA) is also supported by Kim Do-hwa (Kim Do-hwa, Medal of Patriotic Medal of the Order of the National Foundation <1990>), Ryu Pil-young (柳必永, Medal of the National Foundation <1995), Lee Doo-hoon (李斗勳, Medal of the National Foundation <2015>), Lee Man-do (李晩燾, It houses the national studies materials of many independence activists, including the Order of Independence Medal of the Order of National Foundation (1962)), Seung-hee Lee (李承熙, Presidential Medal of the Order of the Order of National Foundation (1977)), and Seok-young Jang (張錫英, Medal of Independence Medal of the Order of the National Foundation <1980>).

  The Korean translation of 'Chokamjib' (Kim Do-hwa) has been completed through the 'translation of the writings of the Korean independence activist', which is being promoted by the 'National Studies Promotion Youth Job Creation Project', and it will be published as an e-book soon. Next, the national translation of 'Daegyejip' (Lee Seung-hee) is in progress.
