국회는 법제사법위원회는 이날 전체회의를 열어 77개 안건을 처리했다. 그 가운데 '대구경북통합신공항 건설을 위한 특별법'은 포함되지 않았던 것. 

외부로 드러난 원인은 시간 때문이었다. 통상 상임위에서 심사한 법률은 국회법에 따라 법사위가 최소 5일 동안 법리 검토를 하도록 되어 있다. 대구경북신공항특별법은 지난 23일 상임위를 통과, 나흘밖에 되지 않았던 것이다. 

그러나 이같은 분석은 핑계일 뿐이라는 게 정치권 해석이다. 실제로는 민주당의 반대로 법사위에 상정되지 못했던 것으로 드러났다. 이유는 광주군공항 특별법과 함께 법사위, 본회의에서 통과시키자는 논리였다. 광주 군공항 특별법은 4월 4일 혹은 5일 국방위 법안심사소위에서 논의하고, 6일경  국방위 전체회의서 통과시킬 예정으로 알려져 있다. 

특별법이 본회의에 상정되지 못했다는 소식에 대구경북 시도민들은 안타까운 마음을 주체하지 못했다. 특히, 달빛 동맹으로 그동안 화기애애한 분위기를 이어왔던 광주시 가 대구의 발목을 잡은 것 아니냐는 불쾌한 감정들이 쏟아졌다.

그도 그럴 것 시도민들은 광주시가 그동안 (광주군공항 특별법 등) 손하나 까딱하지 않다가 대구경북신공항특별법에 공짜로 숟가락 얹으면서 염치없는 뻘짓을 하고 있다는 볼 멘 소리들이 쏟아졌다. 한 시민은 ”이러고도 달빛 동맹을 이야기해야 하는지 모르겠다“고 분개했다. 

모처럼 국회와 행정기관, 특히 정치권이 지역을 위한 일에 의기투합하는 모습을 보여주면서 시도민에 큰 위안이 되었던 특별법은 3월에 통과를 매듭짓지 못하고 다음달 열릴 4월 국회에서 다시 한번 기대해봐야 할 상황이 됐다.
