농관원에 따르면 2020년에 도입된 공익직불제는 농업․농촌의 공익적 기능을 증진하면서 농업에종사하는 농업인의 소득안정을 돕기 위해 직불금을 지원하는 제도다. 직불금을100% 받기 위해서는 농가가 법령에서 정한 17가지 의무 준수사항을 모두 실천해야 한다.

특히, 농관원에서는 농지형상․기능의 유지 여부와 함께 금년부터 감액률이5%에서 10%로 강화된 영농폐기물 관리, 마을공동체 활동, 영농일지 작성 등의준수사항에 대한 이행여부를 중점 확인한다는 계획이다.

농가가 의무 준수사항을 이행하지 않은 경우 본인이 받게 될 공익직불금의총액에서 10%를 감액하여 받게 되고, 동일한 준수사항을 반복해서 위반한 경우에는 감액률이 2배가 되므로 유념할 필요가 있다.
