【브레이크뉴스 경주】박희경 기자=한국원자력환경공단(이사장 조성돈)은 지난 23일 경주 본사 코라드홀에서 ‘고준위 방폐물 관리사업 비전 선포식’을 개최하고, 중장기 전략과 핵심 과제를 담은 사업 비전을 발표했다.

이번 행사에는 조성돈 이사장을 비롯해 공단 전임 이사장, 정재학 한국방사성폐기물학회장, 이기복 한국원자력학회장, 김영석 대한지질학회장 등 원자력 및 지질 전문가들과 공단 관계자들이 대거 참석했다.

공단은 고준위 방폐물 관리사업의 비전으로 “기술, 인력, 설비 등 필요한 자원이 적재적소에 흐르는 ‘허브’ 역할”을 강조하며, 정부 정책과 발맞춘 단계별 추진계획을 밝혔다.

김유광 고준위기획실장은 “2038년까지 관리시설 부지 선정, 2050년 중간저장시설 확보, 2060년 최종처분시설 운영을 목표로 한다”며 중장기 이정표를 제시했다.

2026년에는 부지공모에 착수하고, 유치지역에 대한 범정부 차원의 지원방안 수립과 지역사회와의 소통 강화를 통해 사회적 합의 기반의 사업 추진을 약속했다.

조천형 고준위기술개발원장은 오는 2029년까지 약 4,300억 원 규모의 다부처 연구과제를 통해 운반, 저장, 처분 등 전 과정에 걸친 핵심기술 확보에 나선다고 밝혔다.

또한 처분시설 운영 시점까지 약 1조 7천억 원의 예산을 기술개발(R&D)과 인프라 구축에 집중 투자해, 독자적인 한국형 처분시스템(KORADIS) 완성과 함께 기술 자립을 이끌 계획이다.

이미 강원도 태백시에 조성 중인 지하연구시설(URL)은 2030년부터 운영되며, 국내 최초로 지하 500m 심부 환경에서 실증연구가 본격화된다.

공단은 오는 9월 시행되는 고준위특별법에 맞춰 하위법령 제정 작업을 정부와 협력해 추진 중이며, 고준위 방폐물 관리위원회 출범과 함께 부지 선정 작업에 착수할 계획이다.

조성돈 이사장은 “고준위특별법 제정은 원자력계 전체의 성과이며, 이제는 국민 신뢰 속에 사업을 실현해야 할 책임의 시기”라며 “공단은 중장기 사업목표를 반드시 달성해낼 것”이라고 강조했다.

정재학 방사성폐기물학회장을 비롯한 참석자들은 “공단이 신뢰받는 방폐물 관리 선도기관으로 도약할 수 있도록 각계 학계도 적극 협력하겠다”고 화답했다.

이날 참석자들은 ‘고준위 방폐물, KORAD와 함께 GO!’라는 슬로건을 함께 외치며, 비전 선포 퍼포먼스로 결의를 다졌다.

Kim Yoo-kwang, the director of the High-Level Waste Planning Office, presented mid- to long-term milestones, saying, “We aim to select a management facility site by 2038, secure an intermediate storage facility by 2050, and operate a final disposal facility by 2060.”

He promised to initiate a site competition in 2026 and promote projects based on social consensus by establishing a pan-governmental support plan for the hosting area and strengthening communication with local communities.

Cho Cheon-hyung, the director of the High-Level Waste Technology Development Institute, announced that they will secure core technologies for the entire process, including transportation, storage, and disposal, through a multi-departmental research project worth approximately KRW 430 billion by 2029.

In addition, they plan to invest approximately KRW 1.7 trillion in technology development (R&D) and infrastructure construction by the time the disposal facility is in operation, leading to the completion of the independent Korean disposal system (KORADIS) and technological independence.

The underground research facility (URL) already under construction in Taebaek-si, Gangwon-do will be operated from 2030, and for the first time in Korea, verification research will begin in earnest in an environment 500m underground.

The corporation is cooperating with the government to enact subordinate laws in accordance with the High-Level Radioactive Waste Special Act that will be implemented in September, and plans to begin site selection work along with the launch of the High-Level Radioactive Waste Management Committee.

Chairman Cho Seong-don emphasized, “The enactment of the High-Level Radioactive Waste Special Act is an achievement for the entire nuclear industry, and now is the time to take responsibility for realizing projects with the trust of the people,” and “The corporation will definitely achieve its mid- to long-term business goals.”

Participants, including Jeong Jae-hak, president of the Korean Society for Radioactive Waste Management, responded, “We will actively cooperate with academia so that the corporation can leap forward as a trusted leading organization in radioactive waste management.”

On this day, the participants chanted the slogan, “High-level radioactive waste, GO with KORAD!” and strengthened their resolve with a vision declaration performance.
