【브레이크뉴스 대구】진예솔 기자=대구광역시행복진흥사회서비스원(이하 대구행복진흥원)은 18일, 법무부·이민정책연구원과 업무협약(MOU)을 체결하고, 같은 날 오후 ‘2025 이민정책 포럼’을 공동 개최했다.
이번 포럼은 서울남부출입국·외국인사무소에서 열렸으며, 대구행복진흥원을 포함한 32개 광역 단위 지역연구기관장과 이민정책 전문가, 중앙정부 및 지자체 담당자 등 100여 명이 참석했다. 포럼은 급변하는 인구 구조와 지역 균형 발전에 대응하기 위한 ‘지속 가능한 지역 이민정책’을 주제로 진행됐다.
특히 ‘지역 기반 비자 정책’과 ‘지역 기반 동포 정책’이 집중적으로 논의됐다. 두 정책은 체계적인 유입 질서와 안정적인 사회 통합을 위해 지역 단위 이민정책에서 핵심 역할을 맡고 있다.
이번 행사에 앞서 오전에는 중앙과 지방의 정책 일관성을 강화하고 실효성 있는 연구 기반을 조성하기 위한 다자간 MOU 체결식이 진행됐다. 대구행복진흥원을 포함한 32개 지역연구기관은 이민정책 공동연구, 사업 개발, 정책지원 등을 통해 민·관·학 협력 체계를 구축할 예정이다.
이번 협력은 제4차 외국인정책기본계획(2023~2027)에서 강조하는 ‘이민 행정 전문성과 연구 기반 확충’의 실행 과제와도 직접 연결된다. 특히 법무부가 운영하는 중앙-지자체 이민정책 담당자 교육과 연계돼 정책 연속성과 실효성을 높일 것으로 기대된다.
대구행복진흥원은 중앙-지역 연구네트워크 활동을 통해 생산된 연구성과를 대구시와 공유하고, 향후 외국인정책위원회 실무분과 등 정책 제안 창구로도 활용할 계획이다.
배기철 대구행복진흥원 이사장은 “이번 포럼과 협약은 저출생·고령화 시대에 지역 특수성을 반영한 이민정책 개발의 기틀이 될 것”이라며 “대구시 차원의 정책 확산과 협력 기반이 탄탄히 마련되기를 기대한다”고 말했다.

Prior to this event, a multilateral MOU signing ceremony was held in the morning to strengthen the consistency of central and local policies and create an effective research foundation. The 32 regional research institutes, including the Daegu Happiness Promotion Agency, plan to establish a public-private-academic cooperation system through joint research on immigration policies, business development, and policy support.
This cooperation is also directly connected to the implementation task of ‘Expanding immigration administration expertise and research base’ emphasized in the 4th Basic Plan for Foreigner Policy (2023-2027). In particular, it is expected to increase policy continuity and effectiveness by linking with the education of central and local government immigration policy managers operated by the Ministry of Justice.
The Daegu Happiness Promotion Agency plans to share research results produced through central-regional research network activities with Daegu City and utilize them as a policy proposal window such as the Foreigner Policy Committee’s working division in the future.
Bae Ki-cheol, Chairman of the Daegu Happiness Promotion Agency, said, “This forum and agreement will serve as the foundation for developing immigration policies that reflect regional characteristics in the era of low birth rates and aging population,” and added, “I hope that the foundation for policy expansion and cooperation at the Daegu City level will be firmly established.”
