【브레이크뉴스 대구】진예솔 기자=대구광역시행복진흥사회서비스원 산하 대구성별영향평가센터가 13일 여성안전테마공간 SISO(대구콘서트하우스 1층)에서 ‘2025 대구양성평등 기반구축 포럼’을 열고 성주류화 정책의 실효성 강화 방안을 논의했다.

대구성별영향평가센터는 여성가족부 지정 기관으로, 대구행복진흥원이 위탁 운영한다. 센터는 대구시와 9개 구·군, 교육청을 대상으로 성별영향평가 컨설팅, 교육, 이행점검, 우수사례 발굴 등 다양한 지원 업무를 맡고 있다.

이번 포럼은 성평등가족부로의 전면 개편을 앞두고, 공공정책 전 과정에서 성평등 관점을 효과적으로 반영하며 성별 격차를 해소할 수 있는 성주류화 정책의 실효성을 높이는 방안을 모색하기 위해 마련됐다. 성주류화 정책의 구체적 실행 수단으로는 성별영향평가, 성인지 예산·결산, 성인지 교육, 성인지 통계 등이 꼽힌다.

이날 주제 발표에서는 나성은 서울시여성가족재단 책임연구원이 서울시 성주류화 정책 추진체계와 현황을 소개했고, 정현지 인천여성가족재단 양성평등센터 센터장은 인천시의 성평등 정책 사례를 발표했다. 종합토론에서는 임운택 계명대 교수(대구시성별영향평가위원회 위원장)가 좌장을 맡아, 이해응 제주여성가족연구원 성별영향평가센터장과 이경숙 대구행복진흥원 연구위원이 토론자로 참여했다. 이 자리에는 대구시와 9개 구·군, 교육청의 실무 담당자, 컨설턴트, 학계와 시민들도 함께해 의견을 나눴다.

포럼 참가자들은 서울, 인천, 제주 등 타 지역의 성주류화 사례를 비교·분석하고, 대구시의 성주류화 추진체계 정비 방향과 정책 실효성 제고를 위한 과제를 제시했다. 지역별 정책 추진 경험과 협력 모델을 공유하는 한편, 대구시가 앞으로 성평등 정책을 더욱 지속 가능하고 실제적으로 실행할 수 있는 기반을 강화하는 계기를 마련했다.

배기철 대구행복진흥원 이사장은 “성평등가족부 기능 강화의 중심에는 성주류화 정책이 있다”며 “대구시와 적극 협력해 정책 추진체계를 개선하고 실효성을 높여 양성평등 기반을 한층 강화하겠다”고 밝혔다.

Specific implementation tools for gender mainstreaming policies include gender impact assessments, gender-responsive budgeting and settlement, gender-responsive education, and gender-responsive statistics.

In the keynote speech, Na Seong-eun, a senior researcher at the Seoul Foundation for Women and Family, introduced the Seoul Metropolitan Government's gender mainstreaming policy implementation system and current status. Jeong Hyeon-ji, director of the Incheon Foundation for Women and Family's Gender Equality Center, presented Incheon City's gender equality policy case study. Professor Lim Woon-taek of Keimyung University (Chairman of the Daegu City Gender Impact Assessment Committee) moderated the general discussion, which was joined by Lee Hae-eung, director of the Jeju Institute for Women and Family's Gender Impact Assessment Center, and Lee Gyeong-sook, a research fellow at the Daegu Happiness Promotion Agency. Staff from Daegu City, nine districts and counties, the Office of Education, consultants, academia, and citizens also participated in the forum to share their perspectives.

The forum participants compared and analyzed gender mainstreaming cases in other regions, including Seoul, Incheon, and Jeju, and proposed directions for restructuring Daegu City's gender mainstreaming implementation system and challenges for enhancing policy effectiveness. They shared regional policy implementation experiences and collaborative models, while also establishing an opportunity to strengthen the foundation for Daegu City to implement gender equality policies more sustainably and practically.

Bae Ki-cheol, Chairman of the Daegu Happiness Promotion Agency, said, “At the center of strengthening the functions of the Ministry of Gender Equality and Family is the gender mainstreaming policy,” and added, “We will actively cooperate with the city of Daegu to improve the policy implementation system and increase effectiveness, thereby further strengthening the foundation for gender equality.”
