【브레이크뉴스 경산】이성현 기자=세계보건기구(WHO)가 10월 30일 ‘글로벌 전통의약 전략(Global Traditional Medicine Strategy) 2025-2034’을 WHO 공식 웹사이트를 통해 공개했다.

이번 전략은 향후 10년간 세계 전통·보완·통합의학(TCI)의 발전 방향을 담은 핵심 문서로, ‘모든 사람을 위한 안전하고 효과적이며 사람 중심적인 전통·보완·통합의학 활용’을 비전으로 제시했다. 또한 각국 보건체계 속에서 전통의약이 과학적 근거와 제도적 기반 위에 자리 잡도록 구체적인 이행 방안도 포함됐다.

WHO는 전략에서 전통의약의 가치가 단순한 치료를 넘어 건강 증진, 지역사회 역량 강화, 생물다양성 보전 등 사회적 가치와 직결된다고 강조했다. 전략의 핵심 축은 △과학적 근거 확충과 데이터 기반 정책 강화 △국가 보건시스템 내 제도적 통합과 인력·재정 체계 개선 △문화적 다양성과 사람 중심 진료 모델 확립 △환경·사회적 지속가능성 확보 등 네 가지로 구성됐다.

한국한의약진흥원(원장 직무대행 송수진)은 이번 전략 수립 과정에서 WHO와 긴밀히 협력했다. 2023년 제76차 세계보건총회(WHA)에서 신규 전략 수립이 결정된 이후, 한국한의약진흥원은 한국의 전통의약 정책과 제도, 진료현황 등 관련 정보를 제공하며 전략에 한국의 입장이 반영될 수 있도록 노력해 왔다. 2024년 8월에는 WHO 서태평양지역사무처와 보건복지부가 공동 개최한 기술자문회의에 참여해 세부 전략의 이행 현황을 점검하고 실행 방안을 논의하기도 했다.

또한 지난 5월 세계보건총회 참석을 계기로 WHO 본부를 방문, 한국의 전통의약 정책과 제도적 경험을 공유하고 실사용 데이터 분석, 전통 약물 안전성·품질 표준화 지원 등 한국이 기여할 수 있는 구체적 협력 방안을 논의했다. 9월 개최한 ‘2025 전통의약 국제 심포지엄’에서는 WHO 신규 전략을 주제로 특별세션을 마련, 한의계와 보건의료 관계자가 전략의 주요 내용과 시사점을 토의했다.

한국한의약진흥원은 향후 WHO 공식 승인을 받아 ‘글로벌 전통의약 전략 2025-2034’의 공식 한국어 번역본을 출판할 계획이다. 이은경 정책본부장은 “이번 전략은 세계 전통의약 발전의 방향을 제시하는 이정표”라며 “한국어 번역본 출판과 국내 보건체계 속 전략 구체화를 통해 한의약이 국제 보건의료 논의에 적극 참여할 수 있는 기반을 마련하겠다”고 말했다.

WHO Announces Global Traditional Medicine Strategy 2025-2034… NIKOM Participates in Strategy Development

On October 30th, the World Health Organization (WHO) released the "Global Traditional Medicine Strategy 2025-2034" on its official website. This strategy, a core document outlining the direction of development for traditional, complementary, and integrative medicine (TCI) globally over the next decade, sets forth a vision of "safe, effective, and people-centered utilization of TCM for all." It also includes specific implementation plans to ensure that TCM is embedded within national health systems based on scientific evidence and institutional foundations.

The strategy emphasizes that the value of TCM extends beyond mere treatment and is directly linked to social values ​​such as health promotion, community empowerment, and biodiversity conservation. The strategy's four core pillars are: expanding scientific evidence and strengthening data-driven policies; improving institutional integration and human and financial systems within the national health system; establishing a model of cultural diversity and people-centered care; and ensuring environmental and social sustainability.

The NIKOM (Acting President Song Soo-jin) worked closely with the WHO during the development of this strategy. Since the decision to establish a new strategy at the 76th World Health Assembly (WHA) in 2023, the NIKOM has provided relevant information on Korea's traditional medicine policies, systems, and current practice, ensuring that Korea's perspectives are reflected in the strategy. In August 2024, the NIKOM participated in a technical advisory meeting jointly hosted by the WHO Regional Office for the Western Pacific and the Ministry of Health and Welfare to review the implementation status of the detailed strategy and discuss implementation plans.

Furthermore, during the World Health Assembly in May, the institute visited WHO headquarters to share Korea's traditional medicine policy and institutional experience and discuss specific collaborative measures Korea can contribute, including analyzing real-world data and supporting the standardization of traditional medicine safety and quality. At the "2025 International Symposium on Traditional Medicine" held in September, a special session was held on the topic of the new WHO strategy, where representatives from the Korean medicine community and healthcare professionals discussed the strategy's key contents and implications.

The NIKOM plans to publish an official Korean translation of the "Global Traditional Medicine Strategy 2025-2034" after receiving official WHO approval. Lee Eun-kyung, Director of Policy, stated, "This strategy is a milestone that sets the direction for the development of traditional medicine globally. By publishing the Korean translation and concretizing the strategy within the domestic healthcare system, we will lay the foundation for Korean medicine to actively participate in international healthcare discussions."
