대구시선관위는 지방선거를 앞두고 입후보예정자가 명절 인사를 명목으로 금품을 제공하거나 지지기반을 확대하려는 위법행위가 발생할 우려가 크다고 보고, 입후보예정자와 정당, 지방자치단체장, 지방의회의원 등 관련 기관·단체를 대상으로 안내자료 배부와 방문·면담 등 특별 예방·안내활동을 적극 전개할 방침이다.

'공직선거법'에 따르면 명절선물이나 식사 등을 제공한 사람뿐만 아니라 이를 받은 사람에게도 제공받은 금액의 10배 이상 50배 이하에 해당하는 과태료가 부과된다. 이에 따라 유권자들의 각별한 주의가 요구된다.

실제 지난 제8회 지방선거 당시에는 지방자치단체장 명의의 명절선물(3만 원 상당 홍삼세트)을 제공받은 선거구민 901명에게 총 5억 9,408만 원의 과태료가 부과됐다. 이 밖에도 입후보예정자의 친척으로부터 명절선물(1만8천 원 상당 장아찌세트)을 받은 선거구민 296명에게 5,229만 원, 국회의원 보좌관 명의의 명절선물(4만 원 상당 곶감)을 받은 선거구민 124명에게 2,960만 원의 과태료가 각각 부과된 사례가 있다.

아울러 각 정당의 후보자 공천 절차가 본격화될 것으로 예상되는 가운데, 대구시선관위는 당내 경선이 내부 절차라는 이유로 단속 대상이 되지 않는다는 잘못된 인식을 경계하고 '공직선거법'과 '정치자금법'의 금지·제한 규정을 철저히 준수해야 한다고 강조했다.

특히 특정인을 후보자로 추천하는 것과 관련해 금품이나 재산상 이익을 주고받거나 정치자금을 기부·수수하는 행위는 엄격히 금지된다. 실제로 입후보예정자가 공천헌금 명목으로 국회의원에게 7천만 원을 제공해 징역 1년을 선고받은 사례와, 비례대표 후보자 공천을 위해 수억 원의 공천헌금을 제공한 사례 등도 적발돼 처벌을 받았다.

또한 당내 경선 여론조사 결과에 영향을 미치기 위해 성별·연령을 거짓으로 응답하도록 유도하거나, 착신전환 등을 통해 동일인이 중복 응답하는 행위 역시 불법이다. 지난 선거에서는 이러한 행위로 징역형이나 벌금형을 선고받은 사례도 있었다.

대구시선관위는 명절인사 명목의 선물 제공이나 후보자 추천 관련 금품 수수 등 위법행위가 발생할 경우 철저한 조사와 함께 법과 원칙에 따라 엄중 조치할 방침이다. 명절 연휴 기간에도 신고·접수를 위한 비상연락체제를 유지하며, 위법행위 발견 시 국번 없이 1390번으로 즉시 신고·제보해 줄 것을 당부했다.

한편 위법행위 신고자는 법에 따라 신원이 철저히 보호되며, 중대한 기여가 인정될 경우 포상금심사위원회 의결을 거쳐 최고 5억 원의 포상금이 지급된다.

Meanwhile, the identity of those who report illegal activity will be strictly protected in accordance with the law, and if their contribution is recognized as significant, a reward of up to 500 million won will be awarded, subject to approval by the Reward Review Committee.
