경북도의회 출입기자단은 2015년부터 BEST 도의원을 선정·발표하고 있다. 연말에 조례발의·출석상황·상임위 활동 등을 포함한 종합적인 의정활동을 평가해 BEST 도의원을 선정하여 시상해 오고 있다. 금년 수상자는 조례발의, 출석 상황, 상임위 활동을 포함한 종합적인 의정활동에 모범적이고 뛰어난 모습을 보여준 도의원을 대상으로 기자단 협의를 통해 선정됐다.

남진복 의원(울릉)은 제11대 후반기 농수산위원회 위원장으로 풍전등화의 위기에 직면만 농어촌을 살리기 위한 마중물로서 ‘경상북도 농어민수당 지급조례안’을 위원회 안으로 제안했다. 또한, 현장중심의 의정활동을 통해 도내 농어업의 경쟁력 확보와 농어민의 소득증대를 위해 노력하였으며, 독도수호를 위한 입법활동, 정책대안 제시, 집행부 견제 등  활발한 의정활동을 펼쳐오고 있다.

정영길 의원(성주)은 농수산위원회 위원으로 제9대부터 제11대까지 당선된 3선 도의원으로 제10대 농수산위원회위원장을 역임하였다. 또한, 제11대 후반기 경상북도의회 국민의힘 원내대표 역할을 수행해오면서 지방분권과 지방자치 발전을 위한 왕성한 의정활동을 이어오고 있다.

또한 ‘경상북도 친환경축산업 육성 조례 일부개정조례안’,‘경상북도 저출산대책 및 출산장려 지원에 관한 조례 전부개정조례안’등 다수의 조례를 대표 발의하여 저출생대책과 지역경제 활성화 기반 마련에도 기여했다.

이춘우 의원(영천)은 의회운영위원회 부위원장으로 제 5,6,7대 영천시의원을 거쳐 제11대 경북도의원으로 당선되었으며, 시의원 경력을 바탕으로 행정사무감사와 도정질문 등에서 초선의원임에도 예리한 분석으로 다양한 정책대안을 제시했다는 평가를 받고 있다.

아울러 도내 말산업 활성화를 위한 ‘경상북도 말산업육성기금 설치 및 운용 조례안’을 발의했으며, 농어민들의 어려움 해소를 위해 공익직불제 시행유예 및 제도개선 촉구하는 건의안을 제안했다.

한편, 시상식은 코로나19 재확산으로 인해 내년 1월 개회하는 제321회 경북도의회 임시회 기간 중 개최될 예정이다.
