【브레이크뉴스 대구경북】이성현 기자=코로나 19 정국속을 교묘히 타고 원산지를 속여 판매하는 이른바 농식품 원산지 표시 부정유통이 줄지 않는 것으로 나타났다.

국립농산물품질관리원경북지원(지원장 최호종, 이하 ‘경북농관원’)이 지난해 농식품 원산지표시 부정유통 단속 결과 307개 업소를 적발했다. 이는 전년 동기 대비 64~65% 수준으로 지표상으로 감소한 것으로 보이나, 코로나 19 정국이라는 특수한 상황에 비춰보았을 때 결코 낮아진 수치라고 보기에는 어렵다는 지적이다.

실제, 품관원 경북지원의 2019년도 단속은 명절 시즌과 절기 시즌 등 수시로  실시해 477건을 발견했지만, 지난 해(2020년)에는 코로나19의 여파로 대구 관내 큰 시장은 물론, 중소 시장에 대한 단속은 주로 신고나 제보 위주로 실시했다.따라서, 307건의 단속 실적은 예년에 비하면 오히려 더 증가할 수치라고 봐야 한다는 것.

 
유형별 위반 내용

위반유형을 보면 값싼 외국산을 국내산으로 거짓표시하거나 속여 판매한 업소가 178개소로 58%였다. 또, 원산지를 미표시한 업소는 129개소로 42%를 차지했다. 이들 업체에게는 형사입건과 과태료를 부과했다.

경북농관원이 자체 분석한 결과를 보면 원산지 표시를 위반하여 적발된 주요품목은 배추김치, 돼지고기, 두부류, 떡류, 쇠고기 등의 순으로 전체 77.2%를 차지했다.  원인은 국내산에 비해 가격차이가 크고 소비자가 외국산과 국내산을 육안으로 식별하기 어렵다는 점 때문으로 분석된다.

 실제, 대구 소재 ○○축산을 운영하는 A모씨는 차명계좌 거래, 증거 인멸 및 형제와 범행 공모 등 무려 3년 동안 값싼 외국산 축산물을 국내산으로 속여 판매, 약 4억 상당(40톤)의 부당이익을 편취한 혐의로 적발돼 구속됐다.

경북농관원은 “올해도 원산지 단속 특사경을 총 동원해 설‧추석 명절, 휴가철 해수욕장 등 소비자가 즐겨 찾는 휴양지, 취약시간대(공휴일, 야간 등), 통신판매업체 등 코로나로 인한 비대면 단속을 강화할 계획“이라고 밝히면서 ”지능적인 위반사범은 원산지검정법(유전자, 이화학검정) 및 디지털 포렌식 수사를 적극 활용해 농식품 부정유통 행위에 적극 대처하겠다“고 밝혔다.

특히, 단속의 실효성을 높이기 위하여 위반규모가 크거나 고의적이고 지능적인 거짓표시 위반사범에 대해서는 구속수사를 원칙으로 하고 무거운 처벌을 받도록 할 예정이다.

  한편, 원산지표시 상습범에 대하여는 과징금 및 형량하한제와 의무교육제가 시행되고 있는데,  2년간 2회 이상 원산지 거짓표시로 적발될 경우 위반금액의 최대 5배(최고 3억원)까지 과징금이 부과된다.

이와 함께 단속된 이후 5년 이내에 다시 원산지를 속여 판매하는 등 거짓표시자에 대해서는 최소 1년 이상 징역 또는 500만원 이상의 벌금에 처하도록 하는 형량하한제 시행도 병행한다. 이밖에 원산지를 거짓 표시하여 적발되거나 미표시로 2회 이상 적발되었을 경우, 4개월 이내에 원산지표시 의무교육 이수를 해야 하고, 교육을 이수하지 아니할 경우 500만원 이하의 과태료가 부과된다.

농관원 관계자는 “소비자들은 농식품을 구입할 때 원산지를 확인하고, 원산지표시가 없거나 표시된 원산지등이 의심될 경우 전화『1588-8112』 또는 농관원 누리집(www.naqs.go.kr)로 신고해 달라”고 거듭 당부했다.
