【브레이크뉴스 북】이성현 기자= 제22대 국회의원 선거에 출마한 최경환 전 지식경제부 장관은 13일 경북 경산시 와촌의 ‘경산지식산업지구‘ 현장을 방문한 자리에서 “‘결자해지’ 차원에서라도 제가 시작한 이곳의 나머지 사업들을 완수할 생각”이라고 밝혔다.

나머지 사업으로는 1차 지구 외 남아 있는 2차 지구의 ‘아울렛 허가 문제 및 여가 시설 등 브랜드의 복합화’를 의미하는 것으로, 지식경제부 장관 임기 시절 130만 평이 넘는 이곳의 허허벌판을 지식산업지구로 조성하고, 1차 지구에 기업과 정주 여건을 마련한 데 이어 수 년째 답보 상테에 있는 나머지 35만 여 평의 2차 지구에 ‘신세계 아울렛’ 등 대형복합문화 상업지구를 유치하는 것을 말한다. 

최 전 장관 임기 시절, 이곳 경산산업지구는 대우건설이 사업 시행자로 나서 1차 지구 100만여 평의 사업을 완료했다. 그러나 2차 지구의 경우, 그동안 경산시와 정치권의 노력에도 불구하고 용도 변경 등에 있어 관련 부처의 허가가 이뤄지지 않아 수 년 째 한 발자국도 나가지 못하고 있다. 

최 전 장관은 장관 시절의 인적 네트워크와 일을 할 줄 아는 ‘일머리‘를 내세우며 “나도 장관 해봤지만, 장관 만난다고 일이 다 되는 것이 아니다. 관련 담당자를 이해시키고 설득하고, 일이 될 수 있도록 만들어 가는 과정이 매우 중요하다”고 말했다. 

그는 “아울렛 유치에 대한 시민들의 의견은 모아졌다. 일은 그럼 누가 하느냐, ....일을 할 줄 아는 사람, 해본 사람이 중요하다. 당직이 중요한 게 아니다. 일을 제대로 추진해 본 노하우를 가지고 있는 사람이 중요하다. 내가 이 큰 그림을 그렸고, 추진해 왔던 만큼 결자해지 차원에서라도 내가 마무리 짓겠다”고 자신 있게 말했다. 

그러면서 “진행이 안되다 보니, 최근 일각에서는 규모를 축소해 조성하자는 이야기도 있는 것 같다. 그러나, 이왕 하려면 경쟁력을 가질 수 있도록 제대로 된 규모로 해야 한다. 늦게 시작한 만큼 다른 곳보다 규모나 브랜드, 시설 모든 분야에서 가장 앞서야 경쟁력이 살아난다. 축소해서 하자는 말은 경쟁력을 내려놓자는 이야기”라고 반대 의사를 나타냈다.

그는 조지연 후보에 대하여는 말을 아끼면서도 “경산의 미래를 위해서도 이번 선거는 정책과 공약 대결을 했으면 한다. 조 후보는 젊고 참신한 만큼 공약을 가지고 서로 비교하는 그런 신선한 정책 선거 대결을 기대했다. 그런 부분이 잘 보이지 않아 아쉬움이 좀 있다”고 안타까움을 나타냈다.

한편, 그는 “경산 국회의원으로 복귀를 하게 되면 1) 진량공단 100만 평 추가해 국가산단으로의 조성 2) 국내 빅 5권 대학병원 유치 3) 대임지구를 미니 신도시로 건설해 경산의 새로운 도심으로 조성 4) 오목천을 체육공원 등으로 정비해 시민 품으로 돌려드리겠다”고 공약했다.

특히, 학령인구의 감소 등으로 교육 도시 경산이 위축되고, 대학 시설에 빈 공간이 발생함에 따른 대안이 필요하다는 지적에 대하여 그는 “캠퍼스 타운”을 주장했다.

그는 “학령인구 감소, 지방대학의 경쟁 악화 등으로 시설이나 교수진들이 남아 돌아가는 시대가 곧 올 것이다. 그렇다고 이대로 손 놓고 있나? 그 시설과 인적 인프라를 어떻게 활용할 거냐를 고민해야 한다”면서 “그곳을 산업과 연계시키고 특성화하는 그런 교육장으로 만들겠다. 또, 중.고등학생 입시교육을 위해 수성구로 과외 보내는데, 대학의 교수 등 대학 자원을 연계시켜 입시와 준공교육장으로 활용하도록 하겠다. 특히, 평생교육 시대 아닌가. 평생교육 공간으로 만들어 활용할 수 있도록 하겠다”고 제시했다. 

그는 박근혜 전 대통령 질문에는 애틋한 표정을 지으며, “대통령 본인께서도 현실 정치에 자신을 끌어들이지 말아 달라고 하시지 않았나. 선거에 그분을 끌어들이는 것은 그분에 대한 도리가 아니다. 그분을 아낀다면 그렇게 하지 않는 게 좋겠다. 그것이 구분에 대한 도리라고 생각한다.”고 말했다.
