경산 주민대회 조직위원회와 전국학교비정규직노동조합 경북지부 경산지회는 11일 오전 10시 경산시청에서 주민청구를 외면한 경산시의회 규탄하는 기자회견을 진행했다.

‘경산시 집단급식종사자 건강증진 조례’는 지난해 9월 22일부터 12월 26일까지 3개월 간 주민 4,180명의 서명을 받아 경산시의회에 제출되었으나 10일 형평성 등의 이유로 부결됐다.

이에 대해 경산주민대회 조직위원회 공동대표인 남수정 대표는 주민 발안을 통한 직접 민주주의의 취지를 훼손하는 행위"라고 강력히 비판했다.

그러면서 "건강권을 위해 일하는 집단 급식 노동자들을 위해 시의회가 나서야 한다"고 촉구했다.

박정애 공동대표는 "집단 급식 종사자들의 열악한 노동 환경과 폐암 판정을 생각하면 이번 조례안은 긴급히 처리되어야 할 사안"이라며 "시의회가 주민들의 요구를 무시한 채 부결시킨 것은 시민을 우습게 보는 행태"라고 비판했다.

이들은 “주민발안제 시행 이후 경산에서 처음으로 발의된 첫 조례로서 상징성과 그 의미가 매우 크다”며 “상임위에서 단 한 번의 논의로 주민청구 조례가 부결되는 것에 당사자들은 물론 주민들의 허탈함과 분노가 크다”고 강조했다.

아울러 “주민들의 염원이 담긴 조례인 만큼 보완해야 할 것이 있으면 보완하고 다시 다뤄질 수 있도록 경산시와 경산시의회가 나서야 한다”고 덧붙여말했다.
