경북도당은 28일 윤리위원회를 열어 경산시의회 소속 7명의 의원들과 상주와 안동 지역 당원들의 징계 여부를 결정지었다.

2시간 30여분동안 진행된 이날 윤리위에서 국민의힘은 안동 1명에 대해서는 탈당 권유를, 상주 1명 당원권 정지 1년, 그 외 8명에게는 경고 조치했다.

도당 윤리위는 또 경산시의회 이기동 의장에게는 당원권정지 1년6개월을 결정하고, 3명의 의원에게는 1년정지, 그리고 나머지 3명에 대해서는 경고 조치했다.

이상한 윤리위 결정... 추진 단계서부터 논란

이같은 결정에 해당 경산지역 시의원들이 강력 반발할 움직임을 보이고 있다. 이날 오전까지만 해도 결과를 기다린 뒤 다음 행보를 결정할 것이라고 했던 모 의원도 이번 결정에 크게 실망하고 대응 방안을 다른 의원들과 함께 논의 중인 것으로 알려졌다.

경산시의회 의원 중 가장 센 징계를 받은 이기동 의장은 “내가 왜 그 안에 포함됐는지도 모른다”며 “지금은 아무런 말도 하고 싶지 않다”고 불편한 심기를 숨기지 않았다.

논란의 원인은 경산지역 내 구파와 신파로 나뉜 정치적 갈등과 도당 사무처의 일탈이 한 몫하고 있다는 분석이다. 특히, 도당 사무처는 이번 징계건과 관련해 사무처 고유의 업무 영역을 벗어났다는 비판에 직면해 있다.

일례로, 상식적인 절차대로라면 윤리위가 개최 여부를 결정하고 이에 대한 부수적 차원의 절차를 사무처가 수행하는 것이 관례지만 이번 경우, 알려지기로는 윤리위와 상관없이 소명서 제출 결정에서부터 윤리위 소집 여부를 도당 사무처가 선제적으로 결정한 것으로 알려지고 있다. 특히, 임의 징계 대상자들을 결정한 것도 사무처가 아니냐는 의혹이 일고 있다.

실제, 이상로 사무처장은 지난 14일 본지와의 통화에서“ 9명 중 2명은 사실 확인만, 나머지 7명은 징계 대상자로 정했다”며 “이들에게는 당일 소명서 제출을 요구할 방침”이라고 설명한 바 있다. 그러나, 이같은 일련의 과정에 대하여 정희용 윤리위원장은 잘 알지도 못했고, 도당위원장도 처음부터 이와 관련한 업무를 보고 받았는지에 대하여는 알려지지 않았다.

경산시의원들이 더욱 분개한 것은 28일 윤리위 소집 내용을 다른 지역 기초의원들이 모두 알 수 있도록 단체 카톡방을 개설하고, 자신들이 제출한 소명서를 단톡방에 올려놓는 어이없는 행위 때문이다.

경산시의회 모 의원은 본지와의 통화에서 “수십 년 당 활동을 하면서도 이런 일은 처음 겪는다”면서 “이해가 충돌되고 자칫하면 민감하게 받아들이게 될 경우, 칼부림이 일어날 수도 있는 개개인의 소명서를 단체 카톡에 올려놓는 게 말이 되느냐”고 분개했다. 그는 “사무처의 실수인지, 의도된 것인지는 몰라도 의원들의 징계를 논하기 이전에 사무처의 징계부터 있어야 한다”고 주장했다.

절차도 문제지만 왜 항상 기초의회만 윤리위원회 대상이 되어야 하는 지도 논란이다. 경산 같은 경우는 이미 경북도의회에서도 일어났다. 그러나 도의회, 그러니까 도의원에 대해서는 윤리위가 열리지 않고 있다.

이날 당연히 열릴 줄 알았던 김영만 군위군수에 대해서도 윤리위는 “2심까지의 결과를 두고 본 다음 결정할 것”이라며 윤리위 자체에 올려놓지 않았다. 이와 관련 국민의힘은 최근 종전의 ‘기소만 되어도 당원권을 정지시키거나 제명하던 기준을 2심까지 지켜본 뒤 결정한다‘는 내용으로 당헌당규를 바꿨다. 그럼에도 국민의 힘 내부에서는 ‘기초의회가 당협위원장들의 밥이 되고 있다. 만만한 게 기초의회’라는 불평불만들이 쏟아지고 있다.
