정부는 이번에 제주·전남·부산 강서구·경기 의왕 등 4곳을 분산 에너지 특화지역으로 지정했다. 지정 지역 대부분은 태양광, ESS(에너지저장장치) 등 재생에너지 기반 사업모델을 제시했다. 반면 포항은 청정 암모니아 발전, 수소 기반 에너지 전환, 데이터센터 전력 공급 등 산업형 모델을 제안했음에도 ‘보류’ 판정을 받았다.

박 의원은 “포항은 철강·수소·이차전지·바이오 산업이 집적된 대표적 산업도시로, 전국 최고 수준의 전력 인프라를 갖추고 있다”며 “그럼에도 포항이 제외된 것은 산업 역량의 부족이 아니라 정부의 시각 부족”이라고 비판했다.

박 의원은 이번 결정을 단순한 행정 보류가 아닌 “포항 경제의 사형선고”라고 규정했다. 그는 “수소경제, 철강 고도화, 배터리 산업 등 포항의 미래 산업은 모두 전기요금 경쟁력에 달려 있다”며 “특화지역 제외는 기업 유치와 일자리 창출에서 심각한 불리함을 초래할 것”이라고 우려했다.

박 의원은 “정부가 ‘동해안 시대’를 외치면서 실제 정책에서는 동해안 경제권을 배제하고 있다”며 “포항을 에너지 전환의 핵심축으로 인정하고 국가 전략에 포함해야 한다”고 촉구했다.

그는 “포항 시민들은 수십 년간 국가 산업을 위해 환경 부담을 감내해 왔다. 그러나 혜택은 수도권과 남부권에만 돌아가고 있다”며 “정부는 포항을 ‘혜택 없는 산업기지’로 보는 시각을 거둬야 한다”고 말했다.

마지막으로 박 의원은 “포항을 분산 에너지 특화지역에 다시 포함해 재검토하라”고 요구하며 “포항을 외면하는 결정은 국가 경쟁력 약화로 이어질 것”이라며 “정부가 응답할 때까지 싸움을 멈추지 않겠다”고 밝혔다.
