【브레이크뉴스 】이성현 기자=박용선 경상북도의원(포항5, 국민의힘)은 17일 예산결산특별위원회 2024년도 제2회 추가경정 예산안 및 기금운용계획변경안 심사에서‘대왕고래’ 프로젝트를 경상북도 차원에서 추진하자는 의견을 제시했다.

경북도의회에 따르면 박용선 도의원은 “내년도 예산 중 동해 심해 석유·가스전 탐사사업 관련 즉 ‘대왕고래’예산 497억원이 전액 삭감됐는데, 에너지 주권 확립을 위해 멈출 수 없는 사업이기에 경북에서 나서야 한다”고 주장했다.

박 의원은 “우리는 2022년 러시아·우크라이나 전쟁 이후 러시아가 천연가스 공급을 중단하면서 유럽연합이 위기를 겪은 사례를 전 세계가 생생히 지켜보았다”며 “우리나라도 석유·가스 수입 경로가 막히면 ‘에너지 대란’을 맞을 우려가 크다”고 설명했다.

이어 “우리가 성공 확률을 비교하면서 고심하고 있을 때, 이웃 국가인 일본과 중국은 공격적으로 탐사를 벌이는 등 심해 자원개발에 적극적으로 나서고 있다”며 우리도 뒤처져서는 안 된다고 덧붙였다.

특히, 박용선 의원은 이스라엘, 노르웨이, 가이아나 등 포기하지 않고 도전한 끝에 산유국의 꿈을 이뤄낸 해외사례를 들어가면서 “로또는 100만분의 1의 확률을 두고도 도전하는데, 성공 확률 20%는 해볼 만한 사업이라며 ‘실패하더라도 뚫어보라’고 하는 것이 국익을 위한 일이다”라고 말했다.

박용선 의원은 예산 마련 방안에 대해 경상북도가 경북개발공사 등을 통해 SPC(특수목적법인 : Special Purpose Company) 설립, 천연가스 시추 경험이 있는 지역기업 참여, 도민들의 펀드 투자 등을 통해 추진하는 안을 대안으로 제시했다.

그러면서 박 의원은 “역사적으로 나라가 어려울 때 가장 먼저 해법을 찾아 나섰던 경상북도가 다시 한번 국가를 위해 나서야 할 상황”이라고 강조한 뒤, “에너지 주권 확보를 위해 대왕고래 프로젝트는 멈추어서는 안 된다”며 경북 차원에서 강력한 추진을 촉구했다.

Park Yong-sun, Assemblyman: 'Blue Whale Project' Should Be Promoted at Gyeongsangbuk-do Level

On the 17th, Gyeongsangbuk-do Assemblyman Park Yong-sun (Pohang 5, People's Power Party) proposed the 'Blue Whale' project at the Gyeongsangbuk-do level during the Budget and Settlement Special Committee's review of the 2nd supplementary budget and fund management plan amendment for 2024.

According to the Gyeongsangbuk-do Provincial Council, Assemblyman Park Yong-sun argued, "Out of next year's budget, the entire 49.7 billion won for the 'Blue Whale' project related to the East Sea deep-sea oil and gas field exploration project has been cut. Rep. Park said, “The whole world has vividly witnessed the crisis the European Union experienced after Russia cut off its natural gas supply following the Russia-Ukraine War in 2022,” and explained, “There is a great concern that our country will also face an ‘energy crisis’ if its oil and gas import routes are blocked.”

He continued, “While we are struggling to compare the probability of success, our neighboring countries, Japan and China, are aggressively exploring and actively developing deep-sea resources,” adding that we should not fall behind.

In particular, Rep. Park Yong-sun cited overseas cases such as Israel, Norway, and Guyana, which achieved their dream of becoming an oil-producing country after not giving up and challenging themselves, saying, “Lotto is a challenge even with a one-in-a-million chance, but a 20% chance of success is worth trying, so it is in the national interest to say, ‘Even if you fail, try to break through.’”

Rep. Park Yong-seon suggested an alternative plan for securing a budget, which involves the establishment of a SPC (Special Purpose Company) through the Gyeongbuk Development Corporation, participation of local companies with experience in natural gas drilling, and investment of funds by residents.

Rep. Park emphasized, “Historically, Gyeongsangbuk-do was the first to find solutions when the country was in trouble, so this is a situation where it must step forward for the country once again,” and urged strong promotion at the Gyeongbuk level, saying, “In order to secure energy sovereignty, the Blue Whale Project must not be stopped.”
