박 의원은 19일 열린 제359회 경상북도의회 제2차 정례회 제4차 본회의에서 ‘산업용 전기요금, 지방이 결정해야 한다’를 주제로 올해 마지막 5분 자유발언에 나서, 지방 제조업 위기 극복을 위한 에너지 분권 필요성을 강조했다.

박 의원은 발언 서두에서 “포항제철소의 용광로가 식고 있다. 산업의 심장박동이 약해지고 있다”며 “이는 단순한 요금 문제가 아니라 지방의 생존과 대한민국 산업의 존립이 걸린 구조적 문제”라고 지적했다.

그는 지난 2년간 산업용 전기요금이 두 배 가까이 상승했고, 현재 국내 산업용 전기요금이 미국보다 비싸다는 점을 언급하며 “비싼 전기요금이 철강산업뿐 아니라 대한민국 제조업 전반을 무너뜨리고 있다”고 주장했다. 이어 “원전·화력·태양광·풍력 등 전력 생산지는 대부분 지방에 있음에도, 그 혜택은 수도권이 누리는 구조는 더 이상 지속돼서는 안 된다”고 강조했다.

특히 포항을 ‘에너지 자립 시범지역’으로 지정해 전력 가격 자율 결정과 수익 환류 구조를 시범적으로 도입할 경우, 지역 산업 경쟁력 회복과 청년 일자리 창출에 실질적인 효과가 있을 것이라고 밝혔다.

박 의원은 지난 8월 용산 대통령실 앞에서 1인 시위를 벌였던 배경에 대해 “그날 들고 섰던 ‘포항의 용광로가 식으면 대한민국의 심장도 식는다’라는 문장은 구호가 아니라 산업 현장의 절규였다”고 설명했다.

그는 또 “기업이 떠나면 청년이 떠나고, 청년이 떠나면 지방이 텅 비는 것이 현실”이라며 “지금 이 순간에도 포항의 제철소는 높은 전기요금을 감당하지 못해 가동률을 줄이고 있다”고 현장의 어려움을 전했다.

박용선 의원은 발언을 마무리하며 “산업용 전기요금 개혁은 포항만의 문제가 아니라 대한민국 산업을 살리고 인구절벽과 지방소멸을 막기 위한 마지막 기회”라며 “지방의 전기가 지방의 산업을 살리고, 그 산업이 다시 대한민국을 살릴 것”이라고 강조했다.

He continued, "The current structure, where most power generation—including nuclear, thermal, solar, and wind power—is located in rural areas, yet the metropolitan area reaps the benefits, cannot continue."

Representative Park analyzed the lack of power-setting authority in local power producers as a key cause of the industrial imbalance and officially proposed delegating authority for industrial electricity rate decisions to city and provincial levels. He also proposed a "local production, local consumption" energy system, where electricity produced locally is consumed locally, as a key strategy for energy decentralization.

He stated that designating Pohang as an "energy self-sufficiency pilot area" and piloting autonomous power price determination and a revenue-return system would have a tangible effect on restoring regional industrial competitiveness and creating jobs for young people.

Rep. Park explained the background of his one-man protest in front of the Presidential Office in Yongsan last August, saying, "The phrase I held that day—'If Pohang's blast furnace cools, so too will the heart of the Republic of Korea'—was not a slogan, but a cry from the industrial sector."

He continued, "When companies leave, young people leave, and when young people leave, the region becomes empty. The reality is this. Even at this very moment, Pohang's steel mills are reducing their operating rates due to high electricity rates."

Concluding his remarks, Rep. Park Yong-sun emphasized, "Industrial electricity rate reform is not just a problem for Pohang; it's the last opportunity to revitalize South Korean industry and prevent the demographic cliff and regional extinction." He added, "Local electricity will revitalize local industries, and those industries will in turn revitalize South Korea."
