명복공원 현대화사업은 총사업비 1,217억 원(국비 227억 원, 시비 990억 원)을 투입해 지하 1층·지상 2층, 연면적 1만6,544㎡ 규모의 화장시설을 새로 건립하는 대형 프로젝트다. 대구시는 지난해 12월 보건복지부로부터 공사비 국비 80억 원을 확정 통보받았으며, 해당 예산은 올해 중 교부될 예정이다.

이번 사업의 핵심은 기존 시설의 전면 지하화와 지상부의 공원화다. 건물은 전면 지하로 배치하고, 지상에는 산책로와 쉼터, 체육시설 등을 조성해 시민 누구나 이용할 수 있는 자연친화적 공간으로 탈바꿈시킨다는 구상이다.

시설 확충도 대폭 이뤄진다. 화장로는 기존 11기에서 16기로 늘어나며, 유족대기실은 3실에서 18실로 확대된다. 이와 함께 갤러리·카페·식당 등 편의시설이 새로 들어서고, 주차공간도 126면에서 176면 이상으로 확충된다.

사업은 지난해 5월부터 8월까지 건축 설계공모를 거쳐 9월 기본 및 실시설계용역에 착수했다. 대구시는 올해 8월 설계용역을 완료한 뒤 연내 설계 확정과 개발제한구역 관리계획 변경 등 인허가 절차를 마무리하고, 연말 착공에 들어가 2028년 말 준공을 목표로 추진할 계획이다.

현대화 필요성은 통계로도 확인된다. 한국장례문화진흥원에 따르면 대구시의 연간 화장률은 2005년 51.5%에서 2022년 91.6%로 급증했으며, 2024년 93.8%, 2025년 10월 기준 94.3%로 매년 상승세를 보이고 있다. 그러나 화장시설 공급 능력은 이를 따라가지 못해 수급 불균형이 지속돼 왔다.

명복공원은 60여 년간 운영되며 시설 노후화가 심화됐고, 유족 대기공간과 편의시설 부족으로 이용 불편 민원이 꾸준히 제기돼 왔다.

현대화사업이 완료되면 하루 화장 처리 능력은 기존 50구에서 75구로, 연간 처리 능력은 1만8,250구에서 2만7,375구로 약 50% 향상된다. 이에 따라 타 시·도 화장시설을 이용하거나 4~5일장을 치러야 했던 시민 불편도 크게 줄어들 것으로 전망된다.

아울러 유족대기실과 각종 편의시설 확충을 통해 이용 만족도를 높이고, 화장시설에 대한 부정적 인식을 개선해 시민과 유족 모두를 위한 추모·휴식 공간으로 자리매김할 것으로 기대된다.

Furthermore, the expansion of the bereaved family waiting room and various other amenities is expected to increase user satisfaction and address negative perceptions of cremation facilities, establishing the park as a place of remembrance and relaxation for both citizens and bereaved families.
