【브레이크뉴스 대구】이성현 기자=강주열 대구·경북하늘길 살리기 운동본부 집행위원장이 내년 1월 7일 실시되는 제28대 대한수영연맹 회장 선거 출마를 선언했다. 지난 27일 이미 후보 등록도 마쳤다.

평소 수영과 수영인에 애정이 남달랐던 강 위원장은 28일 현 대한수영연맹의 파행 운영 등에 우려를 표하던 많은 수영인과 연맹관계자들의 권유로 출마 결심을 굳히게 됐다고 말했다.

강 위원장은 “현 대한수영연맹은 공정하지도, 투명하지 못한 연맹운영으로 비판을 받고 있는 것은 물론 많은 정책오류로 수영을 사랑하는 많은 분들로부터 원성과 지탄을 받고 있다”면서 “이미 현재 대한수영연맹은 스스로 자정능력(自淨能力)을 상실했다고 판단했고, 이를 바로잡기 위해서는 그 동안 연맹운영에 관여하지 않아 객관적이고, 어느 한 쪽에 치우치지 않는 인물이 필요하다고 판단, 출마를 결심했다”고 말했다. 메기효과처럼, 대한수영연맹이 보다 건강하게 큰물에서 마음껏 헤엄칠 수 있도록 하겠다는 것이다.

그는 또 “이러한 노력을 통해 임기 내 서로 화합하고 소통하는 자랑스러운 대한수영연맹으로 환골탈태 시키겠다”고 덧붙였다.

출마에 맞춰 강 위원장은 '수영비전 2030'공약도 함께 마련했다. 그 핵심은 수영 전문가영역과 행정영역을 철저히 분리해 자신의 맡은 분야에서 최선을 다하고 시너지 효과를 낼 수 있도록 하는 것이다.

무엇보다 회장 스스로 권한을 대폭 축소하고, 과감히 권한과 예산을 시도연맹과 각종 위원회에 이관할 뿐만 아니라 이를 감시할 수 있는 독립적인 감찰 조직을 신설하는 등 공정하고 투명한 연맹 운영에 기틀을 마련할 방침이다.

이와 더불어 안정적인 연맹운영에 필요한 재정 마련에 온 힘을 다하고, 이렇게 확보한 재정 등을 통해 각 시도 훈련장 여건 개선 및 활용방안, 각 시도 연맹 행정보조금 및 대회비 지원, 생활체육활성화 등에 나설 계획이다.

또 임원 및 각종 위원회 위촉방법 개선, 지도자와 선수 포상, 전문 체육·생활체육·학교 체육 융합 및 혁신 등에 나서는 동시에 클럽 지도자 지도 실적 인정, 그리고 이들이 산하 단체 내 진입 제도화에도 나설 방침이다.

수영연맹 장기발전계획 수립, 각부별 활성화를 위한 산하연맹 설립지원과 아울러 국제수영계에서 한국 수영의 이미지 고양을 위해 국제적인 사업 에도 참여를 확대할 계획이다

그간 공정성 시비가 끊이지 않았던 국가대표 선발에 있어서도 '포인트제'시행 등과 같은 투명한 방식을 도입할 예정이다.

타 체육단체는 시대 흐름에 부합하기 위해 각고의 노력 중이지만, 대한수영연맹만이 뒤쳐져 있다고 판단한 강 위원장은 “과거 잘못된 관행은 철저히 단절하고 대변화와 혁신을 통해 수영인들로부터 인정받고, 국민들에게는 사랑받는 단체로 거듭날 수 있도록 최선을 다하겠다”고 약속했다.

기업경영과 다양한 사회활동경험을 토대로 폭넓은 인맥을 통해 신공항 전도사로 활동한 강 위원장은 “신공항 유치활동 때 열정과 정의감으로 내가 가진 모든 것을 내던졌던 것처럼, 대한수영연맹의 개혁을 위해 죽을 각오로 일할 것”이라며 “대한수영연맹의 지금보다 나은 미래를 위해 작은 디딤돌만 될 수 있다면 더 이상 바랄 것이 없다”며 굳은결의를 보였다.

한편 대한수영연맹 회장 후보로 나선 강 위원장은 대경수지 등의 기업을 운영하고 있다. 그는  대구경북하늘길 살리기 운동본부 집행위원장, 대구국제재즈축제 조직위원회 위원장 등 사회, 경제, 문화 전반에 걸친 다양한 활동을 이어가고  있다.
