이번에 본회의를 통과한 외국인근로자 취업활동 기간 연장은 개정법이 공포된 날부터 즉시 시행되며, 개정법 시행 이전에 발생한 감염병 확산에도 소급적용되기 때문에 코로나19로 힘든 중소기업과 농가의 효율적 인력 운용에 숨통이 트일 것으로 예상된다.

코로나19 확산으로 인해 현재 외국인근로자는 취업활동 기간이 만료되어도 제때 출국을 하지 못하고, 재입국을 희망하는 외국인근로자의 경우에도 입국 제한을 받고 있어 외국인근로자를 고용하고 있는 중소기업이나 농가의 경우 인력수급에 큰 어려움을 겪고 있다.

이에 홍석준 의원은 지난 1월 감염병 확산 및 천재지변으로 외국인근로자의 출·입국이 어려운 경우 1년 미만의 범위에서 외국인근로자의 취업활동 기간을 연장받을 수 있도록 하고, 개정법 시행 이전의 감염병 확산으로 출입국이 어려운 외국인근로자에 대해서도 소급적용 되도록 하는 내용의 외국인고용법 개정안을 대표발의했었다.
