지난 26일 홍석준 의원은 “우체국 금융소비자의 정당한 권익은 다른 금융기관을 이용하는 소비자와 마찬가지로 두텁게 보호받아야 한다.”고 밝히며 우체국 금융소비자의 권익 보호를 위한 우체국예금보험법 개정안을 대표 발의했다.

현행법에 따르면 은행, 보험회사, 금융지주회사, 새마을금고 등의 금융기관이 소멸시효가 완성된 예금 및 보험금 등의 지급을 위한 원 권리자에 대한 통지나 만기 도래, 해지 등 계약의 변경사유 발생과 같이 권리·의무에 영향을 미치는 사항의 통지를 위해 행정안전부장관에게 주민등록법에 따른 주민등록전산정보자료의 제공을 요청할 수 있도록 규정하고 있다.

우체국예금이나 우체국보험의 경우에도 소멸시효가 완성된 예금 및 보험금 등의 지급을 위한 원 권리자에 대한 통지나 만기 도래 등 권리·의무에 영향을 미치는 사항의 통지가 필요하고, 이를 위해 행정안전부장관에게 주민등록법에 따른 주민등록전산정보자료의 제공을 요청할 필요가 있지만 현행 우체국예금보험법에는 이에 대한 근거 규정이 없다.

이에 홍석준 의원은 신용정보법과 동일한 근거 규정을 마련하여, 우체국예금이나 우체국보험의 경우에도 휴면보험금 등의 권리자에 대한 안내장 발송 등을 위해 행정안전부로부터 관련 정보를 제공받을 수 있는 법적 근거를 마련하기 위해 우체국예금보험법 개정안을 발의했다.

홍석준 의원은 “입법의 미비로 인해 우체국 금융소비자의 권익 보호에 차질이 발생해서는 안 된다.”면서 “조속히 법적 근거가 마련되어 휴면보험금 찾아주기 등 금융소비자 권익 보호 실적이 더욱 개선될 수 있기를 기대한다.”고 입법취지를 밝혔다.   

우정사업본부는 보험계약이 만기되거나 해지된 이후 3년이 지나도 찾아가지 않는 휴면보험금을 정당한 권리자에게 지급하기 위해 매년 ‘휴면보험금 찾아주기 운동’을 진행하고 있다.

우체국예금보험법 개정을 통해 행정안전부의 최신 주민등록전산정보자료를 이용할 수 있는 구체적 근거가 마련되면 우정사업본부의 ‘휴면보험금 우편안내문’ 발송 등 휴면보험금 찾아주기 운동이 더욱 실질적 효과를 거둘 수 있을 것으로 기대된다.
