【브레이크뉴스 영천】이성현 기자=영천시의회는 지난 24일 시의회 간담회장에서 ‘축사악취방지대책 연구회’와 ‘인구감소 대응을 위한 정책 연구회’의 연구용역 최종보고회를 개최했다고 밝혔다.

먼저 ‘축사악취방지대책 연구회’(대표 김종욱 의원)는 관내 주요 관광지 인근 축사에서 배출되는 악취의 근본적 원인을 분석하고 효과적인 악취저감기술 분석 및 방지 대책을 연구하기 위해 구성됐다.

이날 최종발표회에서는 대학교수와 전문가들이 참여하여 국내외 문헌 및 기술조사를 통한 악취 저감 효과를 소개하고 실제 효과를 본 사례들을 비교하여 영천시에 적용 가능한 기술들과 악취관리지역 지정 등 적극행정 조치의 필요성도 함께 제시했다.

김종욱 의원은 “영천시의 가장 시급한 과제인 축사 악취문제를 해결하기 위해 연구단체를 구성하고 해결하기 위해 노력해왔다. 오늘 제안한 내용들을 집행부와 함께 논의하여 시정에 적극 반영하고 정책적인 성과를 이루도록 하겠다. 이와 더불어 관련 업무 일원화부터 조례개정 등 의회에서 지원해야 할 부분들도 세심하게 챙기겠다.”고 전했다.

이어 오후에는 ‘인구감소 대응을 위한 정책 연구회’(대표 이영기 의원) 최종발표회가 개최됐다. 인구 유출에 대한 분석과 영천시의 인구증가 정책 마련을 위해 구성된 연구단체다.

발표에서는 영천시 인구늘리기 시책 현황을 정밀 분석하고 시민인터뷰를 통한 의견수렴, 인구감소 원인과 미래 인구유입을 위한 전망도 함께 발표했다. 이어 4개 분야 추진전략과 21개의 핵심과제를 선정하고 중장기 정책 로드맵을 제시했다.

이영기 의원은 “영천시의 인구정책을 세밀하게 분석하고 대구도시철도 1호선 연장과 경마공원 개장 등 향후 인구 유입기대감을 반영한 전략적 과제와 분야별 인구정책들을 발굴했으며 집행부 와 논의하여 발굴된 정책들을 시정에 반영할 수 있도록 노력하겠다. 또한영천시가 획기적인 인구정책을 펼쳐 지방소멸을 극복한 전국 최초의 도시가 될 수 있도록 지속적인 연구활동을 이어나가도록 하겠다”고 전했다.

영천시의회 김선태 의장은 “우리 시의회의 목표는 시민들이 체감할 수 있는 실질적이고 혁신적인 정책을 만드는 것이다. 연구결과는 시민들과 함께 공유하고 시민들의 목소리도 정책에 반영될 수 있도록 하겠다. 앞으로도 끊임없이 공부하고 연구하는 의회가 되도록 노력하겠다.”고 했다.

In the presentation, the current status of Yeongcheon City’s population increase policies was analyzed in detail, opinions were collected through citizen interviews, and the causes of population decline and future population inflow were also announced. Next, four areas of promotion strategies and 21 key tasks were selected and a mid- to long-term policy roadmap was presented.

Assemblyman Lee Young-gi said, “We have analyzed Yeongcheon City’s population policy in detail and discovered strategic tasks and sector-specific population policies that reflect the expected population inflow in the future, such as the extension of Daegu Subway Line 1 and the opening of the racecourse park. We will discuss with the executive branch and strive to reflect the discovered policies in the city administration. We will also continue to conduct research activities so that Yeongcheon City can become the first city in the country to overcome local extinction by implementing a groundbreaking population policy.” Yeongcheon City Council Chairman Kim Seon-tae said, “The goal of our city council is to create practical and innovative policies that citizens can feel.
