【브레이크뉴스 영천】이성현 기자=영천시의회는 23일 제242회 제2차 정례회 제3차 본회의를 열어 29일간의 의사일정을 마무리했다고 밝혔다.

이날 본회의에서는 영천시 인구감소대책 특별위원회 활동기간 연장의 건, 축사악취방지대책 특별위원회 활동결과보고서 채택의 건에 이어 2024년도 제3회 추가경정예산안, 2024년도 행정사무감사 결과보고서 채택의 건, 시정질문 및 답변의 건이 진행됐다.

2024년도 제3회 추가경정예산안은 일반·특별회계, 상·하수도 특별회계 및 기금운용변경계획안이 모두 집행부 제출 예산안대로 의결됐다.

하기태 예산결산특별위원장은 “한 해를 마무리하는 정리추경으로 신규 또는 증액사업의 경우 꼭 필요한 사업인지 과다 계상된 부분은 없는지 다각적인 심사를 통해 의결하였다”고 설명하였다.

이어, ‘영천시 농산물도매시장의 문제점’에 대하여 김상호 의원의 시정질문이 진행되었다. 20년 넘게 1개 법인이 독점적으로 운영하고 있으며, 허울뿐인 시장관리위원회의 존재, 현 법인이 경영공시의무를 이행하지 않음에도 계속하여 재승인 처리를 한 집행부에 대해 지적을 이어나갔다.

또한 현재 법정 최대율(7%)인 위탁판매 수수료에 대해 향후 구체적인인하율과 처리 일정에 대해 명확한 답변을 요구했으며 위탁법인의 재지정과 관련하여 경쟁체제를 강화할 것을 주장했다.

이에 대한 집행부의 답변으로, 우선 농산물도매시장 운영을 면밀히 살피지못하고 부족함이 있었다는 점에 대해 사과의 말을 전했다.

질의에대한 답변으로는 도매시장과 인접한 영천농협, 능금농협 공판장과 적절한 가격경쟁이 될 수 있도록 할 것이며, 행정사무감사 지적 후 경매장 내 경영공시 게시판을 설치하였고 향후 시장관리위원회를 연 2회 이상 개최하여 다양한 목소리를 듣고 원활한 시장 운영을 할 수 있도록 노력할 것이라 말했다.

또한 위탁수수료 징수율에 대하여 현재 연구용역을 실시 중에있으며관련 전문가와 농업인들의 의견을 바탕으로 합리적인 수수료를 산정할 수 있도록 만전을 기할 것을 약속했다.

김선태 의장은 “이번 정례회를 비롯하여 2024년 원활한 회기운영이 될 수 있도록헌신적인 노력과 협조를 아끼지 않은 동료의원들에게 감사한 마음을 전한다. 곧 2025년 을사년 푸른 뱀의 해가 밝는다. 내년에도 영천시의회가 시민의 삶에 힘이 되는 대의기관, 희망의 디딤돌이 되도록최선을 다하겠다”고 말했다.
