【브레이크뉴스 영천】이성현 기자=영천시의회는 12월 17일 제242회 제2차 정례회 제2차 본회의를 개최했다고 밝혔다.

이날 본회의에서는 안건 의결에 앞서 배수예 의원의 ‘망간 유입 오염수돗물사고와 영천시의 안일한 대처’를 주제로5분 자유발언이진행됐다.

배수예 의원은 지난 7일 발생한 오염수돗물 사태와 관련하여 오염현상은 7일부터 발생했지만 재난문자는 9일 오후가 되어서야 발송했다며 상수도사업소의 안일한 늦장대응을 지적했다.

또한 영천댐에서 함께 용수를 공급받는 포항, 경주에서는 위와 같은 현상이 생기지 않은 것을 들며 영천댐 전도현상에 따른 망간 유입이 확실한지, 시 차원에서의 수질관리가 미흡했던 것은 아닌지 철저한 조사가 필요하며 재발방지 대책과 피해를 입은 시민들에 대한 보상안 마련을 촉구했다.

다음으로, 예산결산특별위원회에서 심사한 2025년도 본예산이 의결되었다. 일반 및 특별회계에서 집행부 제출예산액 대비 105억 2,900만 원이 삭감되어 총 1조 54억 8,664만 원, 기금에서 100억 원이삭감되어 총 2,424억 4,638만 원이 의결되었으며,

하기태 예산결산특별위원장은 “각 상임위원회의 예비심사 결과를 바탕으로 각종 사업의 시급성, 타당성 등을 고려하여 의결하였다”고 설명했다.

특이사항으로 ‘읍면동 어버이날 행사지원’에 3억 원, ‘연도변 풀베기 사업’에 5억 5,000만 원을 이날 본회의에서 영천시장의 동의를 얻어 증액 의결했다.

아울러, ‘영천시 인구늘리기 시책 지원 조례 일부개정조례안’ 등 23건의 조례안 및 기타 안건이 의결되었으며, 2024년도 제3회 추가경정예산안 제안설명을 끝으로 제2차 본회의를 마쳤다.

제242회 제2차 정례회는 18일부터 20일까지 상임위원회 및 예산결산특별위원회 활동을 거쳐 23일 제3차 본회의를 끝으로 폐회할 예정이다.

김선태 의장은 “2024년도 행정사무감사와 2025년도 본예산 심사 등 활동에 헌신적인 노력과 협조를 아끼지 않은 동료의원들에게 감사한 마음을 전하며, 영천시의 발전과 시민의 삶의 질 향상을 위해 영천시의회는항상 최선의 노력을 다할 것”이라고 말했다.

Chairman of the Budget and Settlement Special Committee, Ha Gi-tae, explained, “Based on the preliminary review results of each standing committee, the urgency and feasibility of each project were considered and passed.”

As a special note, KRW 300 million for ‘Eup/Myeon/Dong Parents’ Day Event Support’ and KRW 550 million for ‘Yeondo-byeon Weeding Project’ were increased and passed with the consent of the Yeongcheon Mayor at the plenary session that day.

In addition, 23 ordinances including the ‘Yeongcheon City Population Increase Policy Support Ordinance Partial Revision Ordinance’ and other agenda items were passed, and the 2nd plenary session was concluded with the explanation of the 3rd supplementary budget proposal for 2024.

The 242nd regular session, 2nd session, will be held from the 18th to the 20th, after the activities of the standing committee and the budget settlement special committee, and will end with the 3rd plenary session on the 23rd.
