이날 본회의에서는 안건 의결에 앞서 권기한 의원이 5분 자유발언을 통해 보현산댐 관광벨트 활성화와 화북면 파크골프장 조성 관련 문제점 및 대책을 제시했다. 권 의원은 “보현산댐 출렁다리 인근에 식당·숙박시설이 부족해 관광이 일회성에 그친다”며 “하류공원 파크골프장도 도비 사업 한계와 예산·관리 문제로 추진이 어렵다”고 지적했다. 이어 부족한 숙박 인프라 개선과 산지형 파크골프장 조성을 대안으로 제시했다.
이후 안건 심의에서 행정문화복지위원회(위원장 배수예) 소관으로 '영천시 아빠 육아휴직 장려금 지원 조례안' 등 5건이 원안가결됐다. 산업건설위원회(위원장 김상호) 소관으로는 '영천시 공중화장실 등의 불법 촬영 예방에 관한 조례안' 등 4건이 원안가결됐으며, '영천시 농업작업 안전재해 예방 및 지원에 관한 조례안'은 부정수급 제재 조항을 보완해 수정가결됐다.
또한 예산결산특별위원회(위원장 이갑균)는 기정액 1조 4,244억 원 대비 3.6%(518억 원) 증가한 1조 4,763억 원 규모의 추경예산안을 심사했다. 심사 과정에서 일반회계 20억 6,300만 원은 삭감됐으며, 상·하수도사업특별회계 예산안과 기금운용변경계획안은 원안대로 의결됐다.
