【브레이크뉴스 대구】진예솔 기자=대구경제정의실천시민연합(대구경실련)은 17일 대구시의 지하도상가 불법 명의변경 승인과 관련해 강력히 비판하며, 관련자 문책과 수의계약 무효화를 촉구했다.

감사원 감사 결과, 대구시는 ‘지하도상가 관리 조례’에서 정한 수의계약 대상이 아닌 배우자 등에게 점포를 사용하도록 승인한 사실이 확인됐다. 이에 감사원은 대구시에 ‘주의’를 촉구했다.

대구시는 직계존비속을 넘어 배우자, 직계혈족 배우자, 형제자매 배우자까지 점포를 수의계약 방식으로 사용할 수 있도록 승인했다. 

이에 따라 반월당 지하상가 46곳, 두류지하상가 7곳, 봉산지하상가 1곳 등 총 54곳이 불법 명의변경됐다. 이는 반월당 지하상가 전체의 11.6%에 해당한다.

대구시는 “가족 구성원의 영업 상황과 건강 등을 고려해 제한적으로 승인한 것”이라고 해명했다.

그러나 감사원은 "승인 과정에서 실제 영업 여부 확인이 이뤄지지 않았다"며 이를 받아들이지 않았다.

더욱 문제는 실제 영업하던 상인들이 피해를 봤다는 점이다. 이들은 수천만 원에서 수억 원을 주고 점포를 이용하거나 임대료를 냈고, 일부는 상가를 떠나야 했다.

대구경실련은  “대구시의 조례 개악 이후 특정인·특정집단에 대한 특혜가 이어지고 있다"며 "여기에 불법 명의변경 승인까지 더해졌다”고 비판했다.

그러면서 “대구시가 특정인에게 특혜를 주고, 불법 명의변경을 승인한 것은 절대 용납할 수 없다”며 “불법으로 점포를 사용하게 된 5년 계약을 취소하고, 관련자들을 엄중히 처벌해야 한다”고 강조했다.

The Board of Audit and Inspection (BAI) audit confirmed that the city had approved the use of stores by spouses and other individuals who were not eligible for private contracts as stipulated in the "Underground Shopping Mall Management Ordinance." The BAI urged the city to exercise caution.

Daegu City approved the use of stores through private contracts not only for direct ascendants and descendants but also for spouses, spouses of direct blood relatives, and spouses of siblings.

As a result, a total of 54 stores were subject to illegal title changes, including 46 in Banwoldang Underground Shopping Malls, seven in Duryu Underground Shopping Malls, and one in Bongsan Underground Shopping Mall. This represents 11.6% of all Banwoldang Underground Shopping Malls.

Daegu City explained, "The approval was given with limited consideration, taking into account the business conditions and health of family members."

However, the Board of Audit and Inspection rejected this, stating, "The approval process did not verify actual business operations."

Even more problematic is the damage suffered by merchants who were actually operating. They paid tens of millions to hundreds of millions of won to use stores or pay rent, and some were forced to leave their businesses.

The Daegu Citizens' Coalition for Economic Justice criticized, "Following the Daegu City ordinance revision, preferential treatment for certain individuals and groups has continued," adding, "This has now been compounded by the approval of illegal name changes."

They emphasized, "It is absolutely unacceptable that the Daegu City government is giving preferential treatment to certain individuals and approving illegal name changes. The five-year contracts that allowed illegal store use must be canceled, and those involved must be severely punished."
