2022년 지방선거에서 국민의힘 후보로 출마했던 박영환 출마 예정자는 “영천의 인구·산업·도시 구조를 근본적으로 바꾸는 전략이 필요하다”며 재도전에 나섰다. 본지는 박 후보에게 인구 정책부터 산업, 교통, 시정 운영 철학까지 주요 현안을 물었다.

Q. 영천시는 한때 인구 감소를 겪었지만 최근 안정세를 보이고 있습니다. 인구 구조를 어떻게 진단하고 있으며, 지속적 인구 회복을 위한 전략은 무엇입니까.

“영천의 인구 문제는 단순히 숫자가 늘고 줄고의 문제가 아니라, 도시가 지속 가능한 구조를 갖추고 있느냐의 문제입니다. 최근 인구 감소세가 완화된 것은 사실이지만, 저는 이를 ‘구조적 회복’이라기보다 감소 속도를 늦춘 단계로 보고 있습니다.”

박 후보는 총인구보다 청년·신혼부부 비중, 청년 순유입률, 일자리 대비 정주율, 학령인구 유지 여부 등 질적 지표를 핵심 진단 기준으로 제시했다.

그는 “영천의 가장 큰 문제는 ‘일자리는 있는데, 살고 싶은 조건이 충분하지 않다’는 점”이라고 진단했다.

“정주 인구 10만 명 회복과 생활인구 확대를 목표로, 일자리·주거·교육·생활 인프라를 하나의 전략으로 묶겠습니다. 2026년부터 단계적으로 청년·신혼부부 맞춤형 주거 공급, 기업 유치와 연계한 고용·정주 패키지, 돌봄·교육·문화 인프라 확충을 병행하겠습니다.”

특히 그는 산업단지 조성과 기업 유치 성과를 ‘입주 숫자’가 아니라 ‘정주율’로 관리하겠다는 점을 강조했다. 국·도비 공모사업과 기존 예산을 연계해 재정 효율성을 높이겠다는 구상도 덧붙였다.

Q. 영천의 포도·와인 산업과 말 산업(경마공원)은 어떤 경제적 효과를 낼 수 있다고 보십니까.

“영천의 농업·관광·레저 산업은 단순한 1차 산업이나 이벤트성 사업이 아니라, 지역경제를 순환시키는 핵심 성장 동력이 돼야 합니다.”

박 후보는 포도·와인 산업이 전국적 인지도를 갖췄지만, 여전히 생산 중심 구조에 머물러 부가가치와 일자리 창출 효과가 제한적이라고 평가했다. 그러면서 “앞으로는 가공·유통·체험·관광을 결합한 6차 산업화로 농가 소득과 청년 일자리를 동시에 키워야 합니다.”라고 말했다.

영천경마공원에 대해서는 “연간 수십만 명의 방문객이 예상되는 만큼, 숙박·외식·체험 관광으로 소비가 지역에 남도록 해야 한다”고 강조했다. 말 산업 역시 승마·치유·교육·관광으로 확장해 안정적 고용을 만들겠다는 구상이다.

“포도·와인 산업과 경마공원을 축으로 농업–관광–레저 융합 산업 벨트를 구축하겠습니다. 영천의 강점을 하나의 경제 생태계로 묶는 것이 핵심입니다.”

Q. 대구도시철도 1호선 영천 연장 사업을 어떻게 활용할 계획입니까.

“도시철도 연장은 단순한 교통 사업이 아니라 영천의 도시 위상을 바꾸는 계기입니다.”

박 후보는 대구 도시철도 1호선과 대경선 연장을 통해 영천을 **‘30분 광역 생활권 도시’**로 만들겠다는 구상을 밝혔다.

“통근·통학·의료·문화 접근성이 개선되면 시민의 삶의 선택지가 넓어집니다. 중요한 것은 교통과 도시 전략을 결합하는 것입니다.”

그는 역사 중심의 역세권에 주거·상업·업무 기능이 결합된 복합 거점 개발, 청년·신혼부부 주거와 기업 종사자 정주 공간을 교통망과 연계하는 전략을 제시했다. 산업단지와 교육·의료·문화 시설도 광역 교통망과 유기적으로 연결하겠다는 계획이다.

Q. 최근 영천은 고용률·출산율·기업 유입 지표에서 좋은 성과를 내고 있습니다. 어떻게 평가하십니까.

“분명 의미 있는 성과이지만, 아직 완성됐다고 보지는 않습니다.” 박 후보는 현재의 지표를 “구조가 뒷받침되지 않으면 언제든 흔들릴 수 있는 단계”라고 진단했다.

“고용·출산·기업 유입은 각각의 정책이 아니라 일자리–주거–돌봄–교육–교통이 맞물릴 때 유지됩니다.”

그는 청년 순유입, 고용의 질, 기업 정착률, 출생·돌봄 지표를 핵심 성과지표로 설정해 정기 공개하고 예산과 연동하겠다고 밝혔다. 기업 유치 역시 유치에서 끝내지 않고 지역 인재 채용과 정주까지 연결하는 방식으로 전환하겠다는 입장이다.

Q. 정책의 체감도와 투명성은 어떻게 확보하실 계획입니까.

“정책은 잘 만드는 것보다 시민이 이해하고 체감하는 과정이 더 중요합니다.”

그는 주요 정책마다 사전 공론장, 온라인 설문, 이해관계자 간담회를 의무화하고, 시민 의견이 어떻게 반영됐는지 공개하겠다고 밝혔다. 정책 실행 후에는 목표·예산·성과 지표를 분기별로 공개 보고하고, 문제점이 드러나면 조정하는 환류 체계를 정례화하겠다는 구상이다.

Q. 시장이 된다면 가장 먼저 추진하고 싶은 핵심 공약 두 가지만 우선 꼽는다면? 

“첫째는 미래형 자동차부품·모빌리티 전환 특화지구 조성입니다.”

자동차부품 산업 비중이 높은 영천의 구조적 전환을 위해 전동화·지능형 부품, 로봇·스마트 제조 기반으로 산업단지를 재편하고, 시험·실증·인력 양성을 묶겠다는 전략이다.

“둘째는 농촌·생활·산업이 균형을 이루는 ‘영천 모델’ 구축입니다. 산업 성장만으로는 도시의 지속성을 담보할 수 없습니다.”

Q. 2022년 지방선거 출마 이후 다시 도전에 나선 이유는 무엇입니까.

“당이 필요로 하는 자리에 서는 것이 정치인의 책임이라고 생각했습니다.”

박 후보는 당시 무소속 현직 시장이라는 불리한 조건 속에서도 국민의힘 후보로 출마한 것은 ‘선당후사’의 선택이었다고 설명했다.

“이번 선거에서도 당의 배려를 기대하는 마음은 있지만, 그보다 중요한 것은 시민 앞에서 책임 있게 임하는 자세입니다. 영천의 미래를 위해 끝까지 성실하게 뛰겠습니다.”

"Population is not about welfare, but urban strategy... I will create a Yeongcheon where people want to live."

With the Yeongcheon mayoral election approaching, policy-focused declarations and preparations are continuing. Q. Yeongcheon City once experienced population decline, but has recently shown signs of stabilization. How do you assess the population structure, and what are your strategies for sustainable population recovery?

"Yeongcheon's population problem is not simply a matter of increasing or decreasing numbers, but rather a question of whether the city has a sustainable structure. While it is true that the population decline has recently slowed, I view this as a slowing of the decline rather than a 'structural recovery.'"

Candidate Park proposed qualitative indicators, such as the proportion of young people and newlyweds, the net inflow of young people, the settlement rate relative to employment, and the maintenance of the school-age population, as key diagnostic criteria, rather than the total population.

He diagnosed, "Yeongcheon's biggest problem is that 'there are jobs, but the conditions for living are not sufficient.'"

"With the goal of restoring the settlement population to 100,000 and expanding the living population, we will integrate jobs, housing, education, and living infrastructure into a single strategy. Starting in 2026, we will gradually provide housing tailored to young people and newlyweds, implement employment and settlement packages linked to business attraction, and expand care, education, and cultural infrastructure."

He particularly emphasized that the success of industrial complex development and business attraction will be measured not by the number of occupants but by the settlement rate. He also added a plan to improve fiscal efficiency by linking national and provincial government-funded projects with existing budgets.

Q. What economic impact do you believe Yeongcheon's grape and wine industries and horse industry (horse racing park) can have?

"Yeongcheon's agriculture, tourism, and leisure industries should not be simply primary industries or event-based businesses, but should become core growth engines that revitalize the local economy."

Candidate Park noted that while the grape and wine industries have gained national recognition, they remain largely production-centered, limiting their added value and job creation. He added, "Going forward, we must simultaneously increase farm income and youth employment by fostering a sixth industrialization that combines processing, distribution, experience, and tourism."

Regarding the Yeongcheon Racecourse, he emphasized, "With hundreds of thousands of visitors expected annually, we must ensure that consumption remains local through accommodations, dining, and experiential tourism." He also plans to expand the horse industry into equestrianism, therapy, education, and tourism, creating stable employment.

"We will build a convergence industry belt that combines agriculture, tourism, and leisure, centered around the grape and wine industries and the racecourse. The key is to integrate Yeongcheon's strengths into a single economic ecosystem."

Q. How do you plan to utilize the Daegu Subway Line 1 extension project to Yeongcheon?

"The extension of the urban railway is not simply a transportation project; it is an opportunity to transform Yeongcheon's urban status."

Candidate Park announced his plan to transform Yeongcheon into a "30-minute metropolitan city" by extending Daegu Metro Line 1 and the Daegyeong Line.

"Improving commuter access, school access, healthcare, and cultural accessibility will broaden citizens' lifestyle choices. The key is to integrate transportation and urban strategies."

He proposed a strategy of developing mixed-use hubs combining residential, commercial, and business functions in historically important areas, linking housing for young people and newlyweds with residential spaces for corporate employees to the transportation network. He also plans to organically connect industrial complexes, educational, medical, and cultural facilities to the metropolitan transportation network.

Q. Yeongcheon has recently been performing well in indicators such as employment rate, birth rate, and business inflow. How would you evaluate this?

"While these are certainly meaningful achievements, I don't think they are complete yet." Candidate Park assessed the current indicators as "at a point where they could falter at any time if the structure isn't supported."

"Employment, childbirth, and business influx are not achieved through individual policies, but through the interconnectedness of jobs, housing, care, education, and transportation."

He announced that he would establish net youth influx, employment quality, business settlement rates, and birth and care indicators as key performance indicators, publish them regularly, and link them to the budget. He also stated that business attraction will not simply end with attracting people, but will be integrated into the recruitment and settlement of local talent.

Q. How do you plan to ensure policy impact and transparency?

"The process through which citizens understand and experience policies is more important than the quality of policy."

He announced that he would mandate preliminary public hearings, online surveys, and stakeholder meetings for all major policies, and disclose how citizen feedback was reflected. After policy implementation, he plans to publicly report on goals, budgets, and performance indicators on a quarterly basis, and establish a regular feedback system for adjustments if issues are identified.

Q. If you were elected mayor, what two key pledges would you prioritize?

"The first is the creation of a specialized district for the transition to future automotive parts and mobility."

This strategy aims to reorganize the industrial complex around electrification, intelligent parts, robotics, and smart manufacturing to achieve a structural transformation in Yeongcheon, a city with a high automotive parts industry presence. It also aims to integrate testing, verification, and human resource development.

"The second is the establishment of the 'Yeongcheon Model,' a balanced mix of rural areas, living, and industry. Industrial growth alone cannot guarantee the sustainability of the city."

Q. What motivated you to run again after the 2022 local elections?

"I believed it was a politician's responsibility to stand in the position the party needs."

Candidate Park explained that his decision to run as a People Power Party candidate, despite the disadvantage of being an independent incumbent mayor, was a "party first" decision.

"While I expect consideration from the party in this election, more important is my responsibility to the citizens. I will diligently work to the end for the future of Yeongcheon."
