국민의힘 김석기 국회 외교통일위원장(경북 경주시)이 지난 8월 대표 발의한 ‘2025 경주 아시아태평양경제협력체(APEC) 정상회의 지원 특별법’은 정상회의 준비와 운영을 위해 필요한 행정·재정적 지원 근거 마련, 기념주화 및 기념우표 발행 등의 내용을 담고 있으며, 여야 국회의원 191명이 공동 발의하는 등 초당적인 지지를 받았다.

본 특별법은 역사상 처음으로 ‘경주’라는 도시 이름이 명시된 특별법으로 신라왕경법에 이어 경주 미래 발전을 위해 두 번째로 제정된 특별법이라는 점에서 큰 의의를 가진다.

경주시의회에서도 지난 7월 2025 APEC 정상회의 추진지원 특별위원회를 만들어 발빠르게 움직이고 있는 만큼, 앞으로도 특별법에 따라 민관이 함께 APEC 정상회의 준비를 차질없이 해낼 수 있도록 APEC 특위 위원들과 적극적인 의정활동을 해나갈 계획이다.

이동협 경주시의회 의장은 “천년고도 재건의 법적 기틀을 마련한 신라왕경특별법에 이어 5년 만에 경주가 글로벌 문화관광도시로 성장하는 데 기여하는 ‘2025 경주 APEC 특별법’이 제정되어 오늘만큼은 의장이 아닌 25만 경주시민의 일원으로서 무엇보다 기쁜 순간이다.”라고 소감을 밝히며 “2025 경주 APEC이 성공할 수 있도록 깨끗하고 쾌적한 도시, 친절한 경주를 만드는 데 경주시의회가 앞장서 최선을 다하겠다.”고 다짐했다.

이락우 2025 APEC 정상회의 추진지원 특별위원장도 “APEC 성공을 위해 의회에서도 특위가 구성된 만큼 역대 가장 성공적인 국제행사를 만들기 위해 시민과 함께 모든 역량을 결집할 것”이라며, “시민의 많은 관심과 협조를 부탁드린다.”고 말했다.

한편, 경주시의회는 APEC특위 위원을 중심으로 이번 달 19일 시민참여활성화방안 마련 세미나를 하이코에서 개최할 예정이며, 앞으로도 문화·예술·관광·교통 등 각 분야에 종사하는 시민들을 대상으로 찾아가는 간담회를 개최해 시민참여 분위기를 전역에 확산시킨다는 계획이다.

The ‘2025 Gyeongju Asia-Pacific Economic Cooperation (APEC) Summit Support Special Act’, proposed by People Power Party National Assembly Foreign Affairs and Unification Committee Chairman Kim Seok-ki (Gyeongju, Gyeongsangbuk-do) in August, contains provisions for establishing administrative and financial support necessary for the preparation and operation of the summit, issuing commemorative coins and stamps, etc., and received bipartisan support as 191 ruling and opposition party lawmakers jointly proposed it.

This special law is significant in that it is the first special law in history to specify the city name ‘Gyeongju’, and it is the second special law enacted for the future development of Gyeongju, following the Silla Royal Capital Law.

Today, I am more than ever a happy moment as a member of the 250,000 Gyeongju citizens, not as the chairman.” He pledged, “The Gyeongju City Council will take the lead in making Gyeongju a clean, pleasant city and a friendly city so that the 2025 Gyeongju APEC can be successful.”

Lee Rak-woo, the special committee chairman of the 2025 APEC Summit Promotion Support Committee, also said, “As the special committee was formed in the National Assembly for the success of APEC, we will gather all our capabilities together with the citizens to create the most successful international event ever,” and added, “I ask for the citizens’ great interest and cooperation.” Meanwhile, the Gyeongju City Council plans to hold a seminar on activating citizen participation at Haiko on the 19th of this month, centered around the APEC special committee members, and plans to continue to hold on-site meetings for citizens working in various fields such as culture, arts, tourism, and transportation to spread the atmosphere of citizen participation throughout the city.
