【브레이크뉴스 경북】이성현 기자=이철우 경상북도지사는 12일 대통령실 자유홀에서 열린 제9회 중앙지방협력회의(중지협)에 참석해 실질적인 지방자치 실현을 위한 재정분권의 필요성을 강조했다.

이번 회의는 이재명 정부 들어 처음 열린 중지협으로, 대통령 주재 아래 중앙정부와 지방자치단체가 함께 주요 현안을 논의했다.

이날 회의에서는 ▲‘중앙지방협력회의법’ 개정계획 ▲재정분권 추진방안 ▲국고보조사업 혁신 및 중앙·지방 재정협치 강화 방안 등이 보고·논의됐다. 정부는 중지협의 역할과 기능을 제도적으로 강화해 중앙과 지방 간 협력체계를 더욱 공고히 하겠다는 방침을 밝혔다.

특히 재정분권과 관련해 보통교부세 법정률 인상, 지방소비세 및 지방소득세의 단계적 확대 등 지방자치단체의 자주재원 확충 방안이 논의됐다. 또 국고보조사업의 효율적 운영과 중앙·지방 재정협치를 위한 제도 개선 필요성도 제기됐다.

이 도지사는 회의에서 “진정한 지방자치는 재정분권이 뒷받침돼야 한다”며, “지역의 자율성과 책임성을 높이는 방향으로 중앙의 재정권한을 과감히 이양해야 한다”고 강조했다.

이날 의결된 안건으로는 대한민국시도지사협의회, 법제처, 행정안전부가 공동 제안한 ‘정부위원회 내 지방참여 확대 방안’이 상정됐다. 안건에는 국가정책의 실질적 이해당사자인 지방정부의 참여 확대를 위해 정부위원회 관련 법령을 정비하고, 지방참여를 의무화해야 한다는 내용이 포함됐다.

이 도지사는 또한 “경주 APEC의 성공은 정부와 지방, 그리고 도민이 함께 만들어낸 성과”라며 “APEC 문화전당 건립과 아시아·태평양 AI센터 유치 등 경북이 추진 중인 ‘포스트 APEC 전략’이 미래세대의 성장 동력이 되도록 정부의 적극적인 지원을 요청한다”고 말했다.

경상북도는 이번 회의를 계기로 중앙정부와의 협력체계를 더욱 강화하고, 재정분권과 지역균형발전을 가속화하는 한편, 경주 APEC을 통해 조성된 지방외교 및 글로벌 협력의 성과를 지속적으로 확산해 나갈 계획이다.

Governor Lee also stated, "The success of the Gyeongju APEC is a joint achievement of the central government, local governments, and the people of Gyeongbuk Province. I request the government's active support so that Gyeongbuk's 'post-APEC strategy,' including the construction of the APEC Cultural Center and hosting the Asia-Pacific AI Center, can become a growth engine for future generations."

Gyeongsangbuk-do Province plans to use this meeting as an opportunity to further strengthen its cooperative system with the central government, accelerate fiscal decentralization and balanced regional development, and continue to expand the achievements of local diplomacy and global cooperation fostered through the Gyeongju APEC.
