김태일 전 장안대학교 총장은 15일 대구스포츠산업지원센터에서 열린 ‘건전한 지방자치로 가는 정치토론회’ 기조발제에서 민주당과 국민의힘 모두가 당원 경선의 한계를 넘지 못하고 있다고 진단하며 “특히 대구·경북에서는 공천개혁 없이는 지방정치의 자율성과 민주성 회복이 불가능하다”고 강조했다.

“공천이 곧 당선”… 대구·경북의 구조적 현실

김 전 총장은 지방선거가 형식적으로는 주민의 선택 절차를 갖추고 있지만, 특정 정당이 우세한 지역에서는 ‘공천이 곧 당선’이라는 왜곡된 구조가 고착돼 있다고 지적했다. 이로인해 본선 경쟁은 형해화되고, 실제 정치적 선택은 공천 단계에서 이미 끝나버린다는 것이다.

그는 “이 같은 구조에서는 공천의 민주성이 곧 선거의 민주성이 된다”고 강조하고 “공천이 공정하지 않으면 주민의 선택권 역시 제한될 수밖에 없다”고 주장했다. 그러면서 “정당의 공천은 내부 운영 문제가 아니라, 지역 민주주의의 질을 좌우하는 제도적 장치”라는 점을  거듭 강조했다. 정당의 공천 방식은 지방정치 자율성의 문제 차원으로 접근하는 것이 건전한 지방자치 실현의 시작이라는 주장이다. 

민주당과 국민의힘, 다른 방식·같은 한계

김 전 총장은 민주당과 국민의힘의 지방선거 공천 제도를 비교 분석하며, 서로 다른 방식에도 불구하고 공통된 구조적 한계를 안고 있다고 평가했다.

민주당은 권리당원 중심 경선을 통해 정당 내부 민주주의를 강화해 왔지만, 대구·경북과 같이 당원 수가 적고 정치적 동질성이 강한 지역에서는 후보 선택의 폭이 지나치게 좁아진다는 한계를 드러내는데 지역사회 전반의 대표성을 담아내기 어렵다고 했다.

반면 “국민의힘은 관리와 효율성을 중시하는 공천 구조를 유지해 왔지만, 중앙당과 유력 정치인의 영향력, 전략·단수공천 관행 등으로 인해 공천의 정당성과 신뢰 문제가 반복적으로 제기돼 왔다”며. “일부 지역에서 제기되는 당원 구성의 건강성 논란 역시 공천 신뢰도를 떨어뜨리는 요인으로 작용한다.”고 말했다.

김 전 총장은 “민주당은 확장성의 한계에, 국민의힘은 공천 신뢰의 문제에 직면해 있지만, 결과적으로 두 당 모두 당원 경선만으로는 지역 대표를 선출하기 어렵다는 동일한 결론에 이른다”고 진단했다.

해법으로 제시된 ‘완전 주민 경선’

김 전 총장이 제시한 대안은 완전 주민 경선이었다. 완전주민경선은 공천 과정에 당원만이 아니라 해당 지역 주민, 즉 유권자가 직접 참여해 후보를 결정하는 방식으로, 그는 “이 방식은 정당의 기능을 약화시키는 제도가 아니라, 오히려 공천의 정당성과 대표성을 강화하는 장치”라며 “공천 권한을 중앙당이나 특정 당원 집단이 아니라 주민에게 돌려줌으로써, 밀실 공천과 계파 갈등을 구조적으로 차단해야 한다”고 재차 강조했다. 

이를 위해 구체적으로 ▲ 주민 참여 등록제 ▲ 시·도당 단위의 독립적 공천관리위원회 ▲ 후보자 공개 토론 및 검증 ▲ 시민사회와 언론의 감시 체계 등을 결합한 제도 설계를 제안했다. 광역단체장과 기초단체장은 100% 주민 경선을 원칙으로 하되, 기초의원 역시 경쟁 지역을 중심으로 주민 참여 비율을 대폭 확대하는 구상이다. 

김 전 총장은 “완전 주민 경선이 모든 지역에 동일하게 적용될 필요는 없지만, 대구·경북과 같은 정치적 경쟁이 제한된 지역에서는 구조적 대안으로 우선 적용돼야 한다”고 강조했다. 수도권의 경우 본선 경쟁이 실질적으로 작동해 동일한 공천 제도의 부작용이 일부 상쇄되지만, 대구·경북에서는 공천의 폐쇄성이 곧바로 지방정치의 종속과 주민 선택권 축소로 이어지기 때문이다. 

그는 “정치적 경쟁이 약할수록 공천의 민주성 요구 수준은 더 높아져야 한다”며, 완전 주민 경선이 민주당에는 외연 확장의 통로가 되고, 국민의힘에는 공천 신뢰 회복의 안전장치가 될 수 있다고 평가했다.

“이기는 정당이 아니라 존중받는 정당으로”

김 전 총장은 끝으로 완전 주민 경선이 단기적 선거 유불리를 넘어, 정당의 책임성과 품격을 회복하는 계기가 될 수 있다고 강조했다. 그는 “지방자치 30년을 넘어서는 시점에서 공천 개혁은 더 이상 미룰 수 없는 과제”라며 “완전 주민 경선은 이상적 구호가 아니라, 지역 정치 구조에 맞게 설계가능한 현실적 개혁 모형”이라고 가듭 강조했다.

In his keynote speech at the "Political Debate on Healthy Local Autonomy" held at the Daegu Sports Industry Support Center on the 15th, former President Kim Tae-il of Jangan University diagnosed that both the Democratic Party and the People Power Party are unable to overcome the limitations of party primaries. He emphasized, "In Daegu and Gyeongbuk in particular, without nomination reform, the restoration of autonomy and democracy in local politics is impossible."

"Nominations are elections"... The Structural Reality of Daegu and Gyeongbuk

Former Prosecutor General Kim pointed out that while local elections formally incorporate a process for resident selection, in regions where a particular political party dominates, a distorted structure where "nomination equals election" remains entrenched. This, he argued, renders general election competition superficial, and actual political choices are made at the nomination stage.

He emphasized, "In this structure, the democracy of nominations becomes the democracy of elections," and argued, "If nominations are not fair, residents' right to choose will inevitably be limited." He reiterated that "party nominations are not an internal operational issue, but an institutional mechanism that determines the quality of local democracy." He argued that approaching party nominations from the perspective of local political autonomy is the starting point for achieving sound local autonomy.

Democratic Party and People Power Party: Different Methods, Same Limitations

Former Prosecutor General Kim compared and analyzed the local election nomination systems of the Democratic Party and the People Power Party, assessing that despite their different methods, they share common structural limitations.

The Democratic Party has strengthened internal democracy through primaries centered on party members. However, in regions with small memberships and strong political homogeneity, such as Daegu and North Gyeongsang Province, the range of candidate choices becomes excessively narrow, making it difficult to represent the entire community.

Conversely, the People Power Party, while maintaining a nomination structure that prioritizes management and efficiency, has repeatedly raised questions about the legitimacy and trustworthiness of its nominations due to the influence of the central party and influential politicians, as well as the practice of strategic and single-candidate nominations. He added, "Controversies over the health of the party membership in some regions also contribute to the decline in trust in nominations."

Former Prosecutor General Kim concluded, "While the Democratic Party faces limitations in its ability to expand, and the People Power Party faces issues of trust in its nominations, both parties ultimately reach the same conclusion: it is difficult to select regional representatives through party member primaries alone."

'Full Resident Primary' Proposed as a Solution

Former Prosecutor General Kim proposed a full resident primary. The Full Resident Primary is a system in which not only party members but also local residents—that is, voters—directly participate in the nomination process to determine candidates. He reiterated, "This system does not weaken the function of the party, but rather strengthens the legitimacy and representativeness of nominations." He added, "By returning nomination authority to residents, rather than the central party or specific groups of party members, we must structurally prevent backroom nominations and factional conflicts."

To achieve this, he proposed a system that combines the following: a resident participation registration system; an independent nomination management committee at the city and provincial party level; open debate and verification of candidates; and a monitoring system by civil society and the media.

While the principle is that metropolitan and basic local government heads will be 100% resident-based primaries, the participation rate for local council members will also be significantly increased, particularly in competitive regions.

Former President Kim emphasized, "Full Resident Primary does not need to be applied uniformly to all regions, but it should be implemented as a structural alternative in regions with limited political competition, such as Daegu and North Gyeongsang Province." In the Seoul metropolitan area, the competitive primary system effectively offsets some of the negative effects of the existing nomination system. However, in Daegu and North Gyeongsang Province, the closed nature of the nomination process directly leads to subordination of local politics and a reduction in residents' choice.

He stated, "The weaker the political competition, the higher the level of democratic demands for nominations." He assessed that a fully resident primary could provide the Democratic Party with an avenue for expanding its influence and the People Power Party with a safeguard to restore trust in the nomination process.

"Not a winning party, but a respected party."

Former Prosecutor General Kim concluded by emphasizing that a fully resident primary could transcend short-term electoral advantages and disadvantages and serve as an opportunity to restore party accountability and dignity. He emphasized, "With local autonomy surpassing 30 years, nomination reform is a task that can no longer be postponed. A fully resident primary is not an idealistic slogan, but a realistic reform model that can be designed to fit the local political structure."
