【브레이크뉴스 대구】진예솔 기자=브레이크뉴스 대구경북이 15일 오후 2시 지방정치 정상화와 공천제도 개선을 주제로 ‘지방선거와 공천제도 개혁 토론회’를 개최했다.

이날 토론회에서는 국회의원 중심 공천 구조의 문제점을 짚고, 지역 시민 중심의 후보 결정 방안을 모색하는 시간이 마련됐다.

1부에서는 김태일 전 장안대 총장이 '민주당과 국민의힘 지방선거 공천 혁신방안'을 주제로 기조발제를 맡았다.

김태일 전 총장은 건전한 지방자치를 위해 공천 제도 논의에 앞서 선거제도 개혁의 중요성을 강조했다. 당장 실천 가능한 개혁 과제로 공천 제도의 혁신, 특히 완전 주민 경선을 제시했다. 완전 주민 경선에 따른 역선택과 관리 비용에 대한 우려에 대해서는 제도 설계를 통해 충분히 관리 가능한 위험이며, 얻는 효과가 훨씬 크다고 밝혔다.

또한 김 전 총장은 2013년 기초자치단체 정당공천 폐지 시도가 여야 합의와 높은 국민 여론 지지에도 불구하고 국회의원 기득권에 막혀 무산된 경험을 소개하며, 지방정치의 자율성이 얼마나 강하게 억눌려 있는지를 설명했다. 지방정치인이 국회의원의 하위 조직처럼 취급받는 현실은 지방자치의 본질을 훼손하고 있다고 비판했다.

이어 강우진 경북대 교수, 이창용 지방분권대구경북본부 대표, 김형렬 전 수성구청장, 천용길 시사평론가 등이 패널로 참여해 공천제도 현황과 개혁 방향을 놓고 다양한 의견을 나눴다.

패널들은 지방선거 공천 과정에서 국회의원의 영향력이 지나치게 크다는 데 입을 모았다. 공천권이 중앙당과 국회의원에게 집중되면서, 지방자치는 형식에 그치고 실제 결정권은 지역 밖에 있다는 문제의식도 함께 제기됐다.

2부에서는 ‘우리가 선택하는 우리 일꾼’을 주제로 시민, 당원, 시사평론가, 경제계·청년계 대표 등이 토론에 참여해 2026년 대구·경북 지역 지도자의 자격 기준에 대해 논의했다. 

패널들은 2026년 지방선거가 경제 회복과 지역 생존을 좌우할 중대한 분기점이라는 데 큰 공감대를 이뤘다.

또한 완전 주민 경선과 정당 공천 폐지를 놓고 논쟁도 이어졌다. 인지도, 자금력 편중이라는 한계가 있지만, 기득권 구조를 깨기 위한 불가피한 선택이라는 반론도 제기됐다. 여성과 정치 신인을 보호하는 장치 마련의 필요성도 논의됐다.

He criticized the fact that local politicians are treated as subordinate to National Assembly members, saying it undermines the very essence of local autonomy.

Following this, panelists including Professor Kang Woo-jin of Kyungpook National University, Lee Chang-yong, head of the Daegu-Gyeongbuk Regional Decentralization Headquarters, former Suseong District Mayor Kim Hyeong-ryeol, and current affairs commentator Cheon Yong-gil shared their opinions on the current state of the nomination system and the direction of reform.

The panelists unanimously agreed that National Assembly members wield excessive influence in the local election nomination process. Concerns were also raised that with nomination power concentrated in the hands of the central party and National Assembly members, local autonomy is becoming a mere formality, with actual decision-making power remaining outside the local region.

In Part 2, under the theme "Our Workers We Choose," citizens, party members, current affairs commentators, and representatives from the business community and youth sectors participated in a discussion to discuss the qualifications for the leaders of the Daegu-Gyeongbuk region in 2026.

The panelists largely agreed that the 2026 local elections will be a critical juncture that will determine economic recovery and the region's survival.

Debate also continued over the abolition of the full-fledged resident primary and party nomination system. While it faces limitations due to the concentration of name recognition and financial resources, some argued that it was an inevitable choice to break the vested interests structure. The need to establish mechanisms to protect women and newcomers to politics was also discussed.
