위원회 김태일 공동위원장은 18일 오전 공론화위원회 전체회의를 열고 숙의토론조사와 관련한 공론화 활동 등에 대하여 몇 가지 결정을 했다고 밝혔다.

이날 오후 긴급 브리핑을 자청한 김 위원장은 이같은  계획을 발표하면서 “① 코로나19로 인한 숙의 과정의 제약과 ②지역사회의 관심 미흡 ③우열을 가릴 수 없는 찬반 여론의 대립 심화, 

 ④정치사회로 균열이 확산될 조짐을 보이고 있다“는 점을 이유로 들었다. 단순히 다른 의견 차원을 넘어 심각한 갈등 상황으로 번질 가능성이 예측됐기 때문이라는 분석이다. 

따라서 이후 위원회 활동은 4월 중순경까지 마무리될 것으로 보인다. 마무리 과정에서는 이제까지 3회에 걸쳐 실시했던 온라인 토론에서 나타난 시도민의 의견, 4회의 권역별 토론에서 나타난 각종 의견그룹의 반응, 2회의 여론조사, 빅데이터, 다양한 미디어, SNS에 나타난 시도민의 선호 분석 등을 토대로 행정통합에 대한 시도민의 판단을 정리해 시도지사에 보고하는 과정만 남게 될 것으로 보인다. 

다만, 김 위원장은 몇 가지 과정이 생략되는 상황에서 이제까지 수집된 데이터만 가지고 보고서 작성이 가능하냐는 언론의 질문에 “충분히 가능하다. 몇몇 조건들이 없지는 않지만 보고서 작성하기엔 충분한 자료들이 있다”고 답했다. 이에 더해 대구시 관계자는 “이제까지의 데이터에 더해 2차로 실시될 여론조사는 더 심혈을 기울여 세밀하게 조사해보겠다”고도 덧붙였다.

김 위원장은 항간의 위원회 활동에 대한 의문과 관련해서도 이날 해명했다. 그는 “본질적으로 위원회와 통합을 전제로 하는 추진위와는 다르다”며 “위원회는 행정통합에 대한 시도민의 뜻을 확인해 시장, 도지사에게 의견을 제출하려는 목적으로 활동을 시작했다”고 설명했다.

그러면서 “이제까지 위원회가 다양한 소통의 장을 통해 행정통합에 대한 시도민의 의견을 수렴하고 기본계획 초안을 만드는 ‘과제발견형’ 과정이었다면, 앞으로는 행정통합에 대한 시도민의 판단(동의와 지지)을 확인하는 ‘의사결정형’ 과정이 진행될 것”이라고 강조하며 “이 과정에서 수집된 정보와 그 동안 작성한 대구경북행정통합 기본계획안, 대구경북 시도민들의 판단 분석 결과, 그리고 이에 대한 위원회의 종합 의견을 중심으로 보고서가 작성될 것”이라는 점도 재차 강조했다. 

김 위원장은 브리핑 말미에 위원회 활동에 대한 시도민의 우려를 의식한 듯 재차 “ 여전히 위원회에 대한 우려를 하시는 분들이 계신 것 같다 ”면서 “위원회는 우려하시는 그런 것과는 전혀 상관이 없다. 우려하지 않으셔도 된다”고 거듭 강조했다.
