【브레이크뉴스 경북 】이성현 기자=이철우 경상북도지사는 10일 경산시청에서 열린 ’대구경북 행정통합 설명회‘와 동부동행정복합센터에서 열린 ’새바람 행복버스 경산시 간담회‘에서 “코로나19가 백신을 맞고 종식으로 간다고 하더라도 예전의 일상으로 완벽히 돌아가기는 힘들 것”이라며 “ 지금과 같은 비대면, AI시대는 계속 될 것”이라고 전망했다. 그러면서 “때문에 코로나 이후 시대를 우리는 잘 준비해야 한다”고 말했다.

K-방역, 결국 경북이 다름을 보여주었다

이 지사는 “지난 해 대구와 경북은 코로나19로 너무 큰 아픔을 겪었고, 지역 내 소상공인 등 지역 경제는 엄청난 타격을 받았다”고 고백하고 “그렇지만 우리는 세계에서도 유례를 찾기 어려울 정도로 힘을 모았고, 그 험악한 상황을 이겨냈다”고 회고했다. 그러면서 “지금 확진자 발생은 계속해서 수도권에서만 70~80% 발생하고 있다. 그런 것을 보면 정부가 K-방역이라고 한 것은 우리 경북이 아닌가 싶다”고 우회적으로 수도권 방역에 의혹을 보냈다.

경산시청에서 열린 대구경북행정통합 설명회에서도 그는 “코로나 19를 겪으면서 비대면을 하다 보니 사회 여러 분야서 실력 없는 사람이 확연히 드러났다. 교사들도 실력차가 확 드러났다. 이제 실력 없는 사람은 살아남기 어려운 시대로 접어들고 있는 것”이라고 강조하고 “앞으로 우리가 대비를 잘 해야 하는데,. 그 준비가 행정통합”이라고 강조했다.

행정통합과 관련해 이 지사는 “준비 없이 미래 맞으면 무너진다. 우리 경북은 역사적으로 볼 때 인구도 가장 많았던 도시다. 이제는 계속해서 줄어 GRDP 지속적으로 떨어지고 있다. 다른 도시에 한참이나 밀려고, 도시화가 확산하는 상황에서 출산도 낮고 유출되는 인구도 많다”고 덧붙였다.

이 지사는 “앞으로는 아이디어 산업만아 살아남는다. 아마존이나 네이버를 보면 자신들은 생산도 하지 않으면서 세계와 대한민국의 최고기업으로 성장했다. 아이디어 장사를 하는 기업들이다.  다음 산업은 관광 문화 산업에 주력해야 하는데, 모든 도시에서 이런 산업을 모두 하는 게 가능하냐? 그렇게는 안된다. 권역별로 특성화해야 살아남는다. 행정통합을 해야 하는 이유”라고 재차 강조했다.

특히 이 지사는 “경산이 대구와 뭐가 다르냐. 이미 수성구와 경제 통합 이야기를 하고 있던 데,,,,,행정구역이 다르다고 같은 생활권인 경산의 지하철 연장은 수 십 년이 걸렸다”고 말했다.

쇠퇴와 변화에서 통합의 새 시대...시도민이 도와달라

이어 열린 설명회에서는 경산 지역민들의 행정통합에 대한 의견을 들었다. 이날 참여한 대부분의 참석자들은 통합에 대하여 대체적으로 긍정적 의견을 제시했다.

다만, 주민들은 ①통합이 실제 우리 삶에 어떠한 긍정효과가 있는지를 자세히 알려줄 것과 ⓶무엇보다 시간을 정해놓고 일방적으로 달리는 통합이 되지 않도록 주민들과 함께 하는 통합을 주문했다.

의견 가운데는 경산시의회 정의당 소속 엄정애 의원의 발언이 눈에 띄었다.  엄 의원은 “광역 교통망, 경북 어디를 다니더라도 접근이 쉽도록 방안을 함께 만들어야 한다”면서 유럽의 예를 직접 들기도 했다. 그는 반대는 안했지만 경북도청의 자료집 중 일부 내용에 대해서는 재고해 줄 것도 요청했다.

이에 대해 이철우 도지사는 “재선하려고 한다면 권영진 대구시장이나 나나 행정통합 이야기 하지 못한다. 도지사가 되어 밤이 새도록 운동화신고 다니면서 고민을 해도 2만여명 인구 줄어드니 맥이 다 풀리더라. 무엇이 대구경북을 위한 것인지 정말 고민하고 또 고민 많이 했다”고 설명했다.

경산시 설명회는 대부분이 긍정적 이야기가 전달됐다. 일각에서는 철저한 검증과 해명으로 궁금증이 해소되어야 한다는 취지가 무색하게 이날 경산시 설명회는 다소 맥이 풀렸다는 평가다. 이는 경산시와 대구시가 이미 경제통합을 서두르고 있는 와중 때문이라는 분석이다.

한편, 이날을 시작으로 이철우 도지사는 대구경북행정통합 알리기에 본격적인 행보를 시작한다. 매주 1회씩 경북지역을 돌며 현장에서 간담회를 실시하고, 그동안 코로나19 이슈 등으로 다소 지체된 행정통합 공론화에 새로운 활력을 불어 넣겠다는 것. 경산시에 이어 17일에는 경주, 24일 구미, 31일 울진 順으로 이어진다.
 
이날 경산시 간담회에는 이철우 도지사와 최영조 경산시장을 포함, 이기동 경산시의회 의장, 조현일 경상북도의회 교육위원장, 홍정근 신공항이전지원특별위원장, 박채아 기획경제위원회 위원, 기관단체장 등 32명이 자리를 함께했다.

최영조 경산시장은 인사말에서 “경산은 이미 생활권과 경제권이 대구와 일치하지만 행정구역이 늘 걸림돌이었다”며 “광역단체 행정구역의 벽이 허물어지면 경산 전역의 발전 속도는 더욱 가속화 되고, 대구와 연계한 도시계획으로 경산은 더 이상 대구의 근교가 아닌 중심으로 도약 할 것으로 기대한다”고 밝혔다.

이철우 도지사는 “대구지하철 2호선 개통에는 8년 10개월이 걸렸지만, 단지 행정구역이 다르다는 이유로 수성구 사월역에서 경산 영남대역까지 3개역 3.3㎞ 연장하는데 7년이라는 시간이 걸렸다”고 강조하고“지금의 행정체계로는 4차 산업혁명, AI시대의 변화를 이끌어 나갈 수 없다. 행정통합을 통해 다시 한 번 대한민국 역사의 새로운 길을 함께 만들어줄 것”을 당부했다.

In particular, the governor said, "What is gyeongsan different from Daegu?
