이번 직영 전환은 그동안 파크골프장 운영 과정에서 제기돼 온 각종 운영 논란과 하천법 위반 문제 등을 근본적으로 개선하고, 공공체육시설로서의 공공성과 투명성을 회복하기 위해 추진됐다.

안동시는 낙동강유역환경청의 권고와 국가하천 관리 기준에 따라 하천 내에 조성된 파크골프장을 시가 직접 관리·운영함으로써, 특정 단체나 계층에 편중되지 않고 모든 시민이 차별 없이 이용할 수 있는 환경을 조성한다는 방침이다.
