배 부시장은 경북 안동 출신으로 안동 경안고등학교와 성균관대학교 토목공학과를 졸업했으며, 1998년 지방고시 토목사무관으로 공직에 입문했다. 

이후 경상북도 낙동강사업추진단장, 농촌개발과장, 균형개발과장, 치수방재과장 등 주요 보직을 역임하며 행정 전반에 대한 폭넓은 경험을 쌓았다. 

또한 고령군 부군수와 경상북도 도로철도공항과장, 구미시 부시장, 경상북도 건설도시국장을 지내는 등 도로·철도·건설 분야의 핵심 요직을 두루 거쳤다.

특히 배 부시장은 도시 인프라 확충과 지역 균형발전 정책을 현장에서 주도해 온 인물로, 풍부한 실무 경험과 추진력을 겸비한 ‘도시건설 전문가’로 평가받고 있다.

배 부시장은 취임 소감을 통해 “도시건설 분야에서 쌓아온 경험을 바탕으로 안동의 지도를 새롭게 그리겠다”며 강한 포부를 밝혔다. 이어 “이천과 문경을 잇는 중부내륙선을 안동까지 연장해 수도권 접근성을 획기적으로 개선하고, 대구경북신공항 시대에 대비해 의성과 안동을 연결하는 광역철도망을 구축함으로써 사통팔달의 교통체계를 완성하겠다”고 말했다.

아울러 그는 “안동 바이오 생명 국가산업단지의 조속한 안착과 지역의 오랜 숙원인 국립의대 유치에 총력을 기울이겠다”며 “문화관광 거점 도시로서의 경쟁력을 강화하고, 자연과 사람이 조화를 이루는 정원도시 안동을 조성하는 데 모든 행정 역량을 집중하겠다”고 강조했다.

In particular, Deputy Mayor Bae, who has spearheaded urban infrastructure expansion and balanced regional development policies on the ground, is recognized as an "urban construction expert" with extensive practical experience and driving force.

In his inaugural address, Deputy Mayor Bae expressed his strong ambition, saying, "I will redraw the map of Andong based on my accumulated experience in urban construction." He continued, "By extending the Central Inland Line connecting Icheon and Mungyeong to Andong, we will dramatically improve accessibility to the Seoul metropolitan area. In preparation for the upcoming Daegu-Gyeongbuk New Airport, we will establish a metropolitan railway network connecting Uiseong and Andong, thereby completing a comprehensive transportation system."

He also emphasized, "I will dedicate all my efforts to the swift establishment of the Andong Bio-Life National Industrial Complex and the long-held desire to attract a national medical school to the region. I will focus all my administrative capabilities on strengthening Andong's competitiveness as a cultural and tourism hub and creating a garden city where nature and people harmonize."
