대구참여연대는 17일 논평을 통해 “지방의회와 기초단체에서 연이어 공직을 잃는 사례가 끊이지 않고 있다”면서 “정치권의 윤리 의식 부재가 반복되고 있다”고 비판했다.

단체에 따르면 대구 중구의회 배태숙 의원은 의원 신분으로 구청 등과 거래가 금지되어 있음에도 이를 위반해 징계를 받았고, 이후 추가 비리까지 드러나 지난해 12월 제명됐다. 배 의원은 제명 취소를 요구하는 소송을 냈지만, 지난 11일 대구지방법원에서 기각 결정이 나오면서 결국 의원직을 잃게 됐다.

대구 남구의회 정재목 의원 역시 음주단속 과정에서 운전자를 바꿔치기한 혐의로 제명됐고, 법원에 집행정지 신청을 냈지만 받아들여지지 않아 의원직을 상실했다.

기초단체장도 예외는 아니었다. 윤석준 동구청장은 정치자금법 위반으로 대법원에서 벌금 200만 원이 확정되자, 지난 12일 직을 상실했다. 앞서 전태선 시의원 역시 공직선거법 위반으로 의원직을 잃은 바 있다.

이밖에도 중구의회 권경숙 의원의 불법 수의계약 논란, 김동현 의장의 품위유지의무 위반 등, 지역 정치권 전반에 다양한 윤리 문제가 이어지고 있다는 지적도 나왔다.

대구참여연대는 “이들 사례 상당수가 국민의힘 소속”이라며 “사건 발생 당시 당 차원에서 엄정한 조치가 부족했고, 보궐선거 공천에서도 책임 있는 모습을 보이지 않았다”고 비판했다.

이어 “다가오는 지방선거는 단순한 선거가 아니라 지방의회 부패 청산과 정치 개혁의 시험대”라며 “유죄 판결이나 사회적 논란이 있었던 인물은 재공천에서 배제돼야 한다”고 강조했다.

특히 동구청장 선거와 중구·남구의 일부 선거구의 경우에는 “당 차원에서 후보를 내지 않는 것이 최소한의 정치적 책임”이라고 밝혔다.

Regarding the Dong-gu mayoral election and certain constituencies in Jung-gu and Nam-gu, they stated, "Not fielding candidates at the party level is the minimum political responsibility."
