【브레이크뉴스 대구】이성현 기자=19일 경북대학교에서 열린 국회 교육위원회의 경북대 국정감사에서는 지난해 발생한 화학실업실 폭발사고가 관심을 모았다. 이와 함께 동물실험의 실태, 성 추행사건 등도 쟁점이 됐다.

이날 국감은 경북대를 비롯해 강원대와 경북대 병원, 강원대 병원, 등을 대상으로 실시됐으며, 특히 경북대의 경우에는 김상동 현 총장 임기 만료 하루를 남겨놓은 상황에서 열리면서 교육계의 관심이 모아졌다.

김 총장은 국감 도중 국회의원들의 질의에 곤혹스러워 하는 장면들이 종종 목격됐다. 특히, 실험실 폭발사고 피해 학생에 대한 치료비를 지급하지 않는 등 안일한 후속 대처를 묻는 질문에 김 총장은 매우 곤혹스러워했다.

첫 포문을 더불어민주당 권인숙 의원은 “중증 피해 학생이 4명이나 되고, 그중에 한명은 전신 80%의 중화상을 입고 생사고비를 넘나드는데도 총장은 면회 한번 가지 않은 것으로 안다”며 “학교가 도의적 책임을 다해야 함에도 불구하고 이랬다는 것은 그 책임을 회피한 것으로 판단할 수밖에 없다”고 주장했다.

이어 권 의원은 “여기에 올 3월부터 4억여억 원의 치료비를 미지급하지 않았고, 8월에는 치료비 지급을 위한 규정을 제정하면서도 구상권 조항을 넣어 피해 학생 및 가족들에게까지 책임을 지우려 한다"고 질타했다.

국민의 힘 조경태 의원은 문재인 정부와 학교를 싸잡아 비난했다. 그는 “국민의 안정과 생명의 무한 책임은 국가에 있다”는 문재인 대통령의 발언을 언급하며 “학교측의 부담도 부담이지만 더 문제는 지방의 국립 거점 대학에서 발생한 만큼 정부가 책임을 져야 한다. 피해학생에 대한 자발적 성금이 모아지고 있다고 하는 데, 학교 역시 소극적 대응이 아닌 정부와 협의하는 등 적극적 대응으로 피해학생의 치료비 문제를 해결해야 한다"고 강조했다.

새로이 만드는 규정에 대한 쓴소리도 이어졌다. 더불어민주당 김철민 의원과 박찬대 의원은 "경북대가 새 규정에 구상권을 청구할 수 있다는 독소 조항을 두고 있어 피해 학생들이 불안해 하고 있다"며 "구상권 청구 문제를 반드시 해결해 학생들이 치료에 전념할 수 있도록 해야 한다"고 밝혔다.

같은 당 이탄희 의원은 경북대의 동물 실험과 관련해 “지난해 10월 실험실 실습견에 대한 (잔인한) 실험이 도마 위에 오른 후 그 이후 특별감사를 실시했느냐”며 경북대의 허술한 실습견 관리를 강력 질타했다.

더불어민주당 강득구 의원은 지난해 경북대의 선후배간 성 추행 사태와 관련, 가해자인 졸업생 선배에 대한 징계 절차가 미흡한 채 가해자는 졸업했다'면서 "가해자에 대한 청문회시 청문관들이 가해자 소속 학부 교수들로 구성된 것 자체가 잘못된 것"이라고 질타했다. 그러면서 “지금까지 재발방지책이라고 내놓은 것은 고작 신입생들에 대한 성폭력 예방 특강뿐으로 알고 있다. 성인지 교육은 물론 인권센터의 명백한 독립적 시스템을 갖춰야 한다"고 말했다.

이에 대하여 김상동 경북대 총장은  "화학관 폭발사고 후속 조치와 관련해 가족들이 더 상처를 받았음을 잘 알고 피해 학생들과 가족들에게 이 자리를 빌어 위로와 사과의 말씀을 드린다"며 "앞으로 후속 대책과 관련해 대학이 법률적 제한을 받지 않도록 국회 차원에서 지원해 줄 것"을 요청했다.

In response, Kim Sang-dong, president of Kyungbuk University, said, "We are aware that families have been more hurt in connection with the chemical disaster, and we offer our condolences and apologies to the affected students and their families."
