【브레이크뉴스 경북 】이성현 기자=19일 열린 대구경북행정통합공론화위원회 제3차 전체회의에서는  2차 회의 당시 제안된 운영위원회 및 소위원회 설치와 관련한 운영규칙이 개정됐다.

또, 공론화 전문가 특강에서는 김춘석 한국리서치 상무이사가 ‘대구신청사 건립’, ‘대구경북 통합신공항 입지결정’ 등을 포함한 국내 주요 공론화 사례와 대구경북행정통합의 공론화 방향에 대한 의견을 제시했다.

이어진 워크숍에서는 ‘대구경북행정통합 기본구상’에 참여한 대구경북연구원 연구진으로부터 ⓵ 행정통합 필요성 및 비전 ⓶ 행정통합에 따른 행정체계 변화 및 특례 ⓷ 행정통합에 따른 재정여건 변화 등을 집중 논의했다. 특히, 일본 오사카를 중심으로 한 해외 사례에 대한 발제를 듣고 질의･응답을 통해 이해도를 높이는 한편, 공론위 위원 간 활발한 토론을 거쳐 기본구상(안)에 대한 보완작업에 돌입했다.

워크숍 후에 분과별회의가 이어졌다. 회의에서는 2차 회의 때 통과된 분과별 사업 추진계획에 대한 구체적인 실행방안에 대해 의견을 나눴고 분과별 구체적인 사업 추진계획을 확정했다. 

이에 따라 기획분과는 행정통합 공론화 로드맵 설정, 조례 제정 검토, 특례 조항 사례조사를 통한 벤치마킹 추진, 행정통합 아카데미 운영, 기타 대구경북행정통합 공론화 기획 활동을 위한 활동 등을 담당하게 된다.

또, 소통분과는 찾아가는 권역별 토론회 개최, 시·도민 의견수렴을 위한 설문조사 실시, 국회 및 국가균형발전위원회 공동 심포지엄 개최, 행정통합 공론화 영상 제작, 대언론 활동 지원, 기타 대구경북행정통합 공론화 소통을 위한 활동 등을 관장한다.

이외에 공론화위원회 소속으로 공론화연구단을 통해 기본구상(안) 및 특별법을 보완하고 입법과정 전반을 지원하기로 했다.

Decision on the operating rules of the Public Opinion Committee for the Consolidation of The Daegu-North Government

 At the third general meeting of the Daegu-North Government Unification Public Affairs Committee held on 19 July, the operating rules relating to the establishment of the proposed steering committee and subcommittee were revised at the time of the second meeting.

In the ensuing workshop, researchers from the Daegu Institute for North Korea Studies, who participated in the "Basic Plan for ⓵ North Korea Administration Integration," discussed the need for ⓵ administrative integration, changes in the administrative system due to vision ⓶ administrative integration, and changes in financial conditions due to special ⓷ administrative integration. In particular, after listening to overseas cases centered on Osaka, Japan, and improving understanding through questions and answers, we began to work to supplement the basic concept after active discussions among members of the Public Opinion Committee.

After the workshop, a sub-committee meeting followed. At the second meeting, we discussed specific implementation plans for the division-specific business promotion plan passed during the second meeting, and confirmed the specific plan for the project promotion by sub-division. 

Accordingly, the Planning Division will be responsible for setting up a roadmap for public administration integration, reviewing the enactment of ordinances, promoting benchmarking through special case studies, operating an administrative integrated academy, and other activities for public planning activities for the consolidation of the Daegu-North Government.

In addition, the Communication Squad oversees the holding of regional discussion symposiums, conducting surveys for the opinions of city and citizens, holding joint symposiums of the National Assembly and the National Balanced Development Committee, producing public lynching videos for administrative integration, supporting public media activities, and communicating other activities for public communication of the daegu-north government integration.

In addition, as a member of the Public Opinion Committee, he decided to supplement the basic concepts and special laws and support the entire legislative process through the Public Opinion Research Group.
