【브레이크뉴스 대구】이성현 기자=국민의힘 윤재옥 의원(대구 달서을)이 지난 18일‘국가유공자 등 예우 및 지원에 관한 법률 일부개정법률안’,‘보훈보상대상자 지원에 관한 법률 일부개정법률안’,‘참전유공자예우 및 단체설립에 관한 법률 일부개정법률안’ 등 3건을 대표 발의했다고 21일 밝혔다.
발의한 개정 법률안은 ‘재난 및 안전관리 기본법’ 제3조 제1호의 재난이 발생하여 보훈병원의 진료에 중대한 차질이 발생하거나 발생할 우려가 있는 경우, 국가유공자 및 유가족에 대한 진료를 보훈병원 외의 의료기관에 위탁할 수 있도록 하는 내용의 법률안이다.
올해 2월 19일 대구보훈병원이 ‘감염병 전담기관’으로 지정되면서 대구·경북지역 국가유공자 및 유가족이 불가피하게 민간 의료기관에서 진료를 받아야 하는 상황이었으나 민간에 진료를 위탁할 근거가 없어 중대한 진료 공백이 발생해 이를 개선해야 한다는 지적이 제기돼 왔다.
당시 국가보훈처는 고령인 보훈대상자의 진료권이 심각한 수준으로 위협받고 있는 상황을 고려해 적극 행정의 일환으로 민간 의료기관에 임시적으로 진료를 위탁해 문제를 해결했으나 법령의 근거가 부족해 보완이 시급한 실정이다.
이에 윤재옥 의원은 재난 상황이 발생해 보훈병원이 통상적 역할 수행에 곤란을 겪어도 국가유공자 및 유가족에 대한 의료 공백이 발생하지 않도록 법적 근거를 명시했다.
아울러 국가유공자 및 그 유가족의 심리적 안정과 사회적응을 위한 심리상담 등 심리재활서비스에 관한 사업 수행의 근거도 마련해 국가유공자 등에 대한 의료 지원 및 예우를 충실히 하고자 했다.
윤 의원은“대전보훈병원과 서울중앙보훈병원도‘감염병 전담기관’으로 지정되는 등 국가 전체적으로 국가유공자 및 유가족에게 심각한 진료 공백이 발생할 우려가 있다”며 “조속히 이번 개정안이 통과돼 국가유공자 및 유가족분들에 대한 의료 지원과 예우에 도움이 되길 바란다.”며 발의 취지를 밝혔다.
