사실상 타결됐다. 30년 넘게 대구시민의 염원이었던 안전한 취수원 확보는 구미시민의 대승적 용단에 의해 ‘해평취수장 공동활용’ 으로 사실상 결론 났다. 

그동안 권영진 대구시장과 이철우 경북도지사, 그리고 장세용 구미시장과 환경부, 무엇보다 두 도시 시민들의 적극적인 설득 노력과 결단이 이어져 왔다.

취수원 문제는 대구시가 장기간 풀지 못하고 끌어온 오랜 숙원 가운데 마지막 남은 숙제이자권 시장의 임기내 반드시 해결하겠다던 대구시민과의 약속이었다. 취수원 문제를 해결하면서 사실상 그동안의 대구시 숙원은 모두 해결한 셈이다.

권 시장은 그동안 ‘물 문제는 생명의 문제’라며 구미시와 정부를 설득해 왔다. 11일 장세용 구미시장이 용단을 내리면서 사실상 협상이 타결된 직후인 12일 권 시장은 대구시청 본관에서 해평취수장 공동 활용 관련 성명서를 발표하고, 장세용 구미시장과 구미시민의 용단에 감사를 전했다. 더불어 양 도시 상생 발전에 대한 의지와 함께 구미시민들이 그동안 우려했던 사항들을 해소하기 위한 약속도 재확인했다.

특히, 권 시장은 장세용 시장의 협상력을 치켜세우며 구미시를 아끼는 그의 마음을 명확하게 확인할 수 있었다고 소감을 밝히면서 지역 출신인 김부겸 총리와 한정애 환경부 장관, 그리고 지역 정치권에 감사의 인사를 따로 전했다. 그러면서 “잘못된 정보와 오해로 아직 반대를 하시는 분들이 계신데, 지속적으로 설득하겠다”고 덧붙였다.

권영진 시장은 “그동안 대구시민은 구미국가산단의 주기적인 수질오염사고로 인해 먹는 물로 인한 고통을 겪어 왔고, 반면 구미 해평취수장 인근 지역 주민들은 기존에 지정된 상수원보호구역 등의 입지규제로 인해 재산권 제약 등의 어려움을 겪으면서 지역 발전에도 장애가 있었다”고 강조했다. 

이어  “지난 6월 24일 심의 ․ 의결을 거쳐 확정된 ‘취수원 다변화 방안’ 에 따라 대구는 안전한 취수원 확보를, 구미는 다각적인 지원을 통한 새로운 도약을 위한 원동력을 확보할 수 있게 됐다”고 평가했다. 

그러면서 ① 해평취수장 인근 지역 주민들을 위한 100억원 지원과 ②구미 5공단 분양 활성화 위한 입주업종 확대 ③ KTX 구미역사 신설 등에 대구시의 적극적인 지원을 약속했다. 이밖에 구미시민들이 우려하고 있는 재산권 침해 확대, 용수 부족 등의 문제에 대해서도 안심을 시키는 한편, 향후 체결될 협정서에도 재차 명문화해 구미에 전혀 불이익이 없도록 제도적 장치를 마련할 것도 약속했다.

권 시장은  “이번만큼은 대구와 구미가 물 문제를 해결하고, 더욱 가까운 이웃이 되어 더 큰 미래로 함께 비상하는 새로운 시대를 열어나갈 수 있기를 기대한다”며 “아울러, 중앙정부의 전폭적인 지원과 대구ㆍ경북 시ㆍ도민, 그리고 지역 정치권의 관심과 지원을 간곡히 부탁드린다”고 말했다.

한편, 해평취수장 공동 활용 결정에 따라 두 도시 물 문제는 9부 능선을 넘게 됐다. 남은 것은 총리를 중심으로 관련 부처간의 최종 사인만 남았다. 다만, 이번 결정에  총리실과 환경부 등이 적극 나선만큼 최종 결정까지는 다른 변수는 없을 것이란 전망이다.
