대구시는 낙동강 페놀유출사고 발생 30년을 맞아 호소문을 발표하며 먹는 물 문제 해결을 시정의 최우선 과제로 삼아 반드시 해결하겠다는 의지와 함께 중앙정부에 적극적인 역할을 요구하고 해평취수장 공동이용을 위해 구미시민의 대승적 결단을 호소했다.

지난1991년 발생한 낙동강 페놀유출사고는 구미국가산업단지 내 두산전자에서 30톤의 페놀원액이 낙동강으로 유출돼 영남권 주민들의 식수원을 오염된 사고로 페놀유출사고 이후 대구시는 안전한 수돗물 공급과 낙동강 및 주변 하천의 수질개선에 시의 모든 역량을 집중하여 1991년 6급등(29.3ppm) 수준에 머물렀던 금호강의 BOD 수질등급을 2020년 2등급(2.3ppm)까지 끌어올렸다.

또한 대구시는 국가물산업클러스터와 물기술인증원 유치를 통해 물의 위기를 슬기롭게 이겨내고 세계적인 물 중심도시로 도약하는 새로운 기회로 만들어가고 있지만 낙동강 취수원이 여전히 대규모 산업단지 직하류에 위치하여 예측하기 어려운 수질오염사고가 언제든지 발생할 수 있어 식수 안전성 확보를 위해서는 취수원의 다변화가 절실한 상황이다.

이에 권영진 대구시장은 “먹는 물 문제는 국민의 생명권과 직결된 문제로, 중앙정부에서 책임지고 해결해야 할 사안이다”며, “대구 취수원 문제를 지역 간 갈등으로 인식해 수수방관하지 말고, 정부가 문제 해결에 전면에 나서 줄 것”을 요청했다.

이와 정부용역을 통해 대구가 하루 필요한 수량 57만톤 중 30만톤을 구미 해평취수장에서 함께 이용해도 구미의 생활·공업·농업용수 이용에 전혀 문제가 없음과 낙동강 수질도 현재보다 악화되지 않고, 상수원보호구역과 공장설립제한지역 등 입지규제의 추가 확대도 없는 것으로 분석되었음을 강조하며 구미시민의 대승적 결단을 호소했다.

권 시장은 “이제 남은 것은 해평 등 구미지역 주민들의 상호이해와 배려를 바탕으로 한 대승적 결단”이라면서 “이번 기회에 오래된 물 문제를 해결하고, 대구권광역철도 개통 및 대구경북통합신공항 건설을 기회로 삼아 더 큰 미래로 함께 나아가자”고 말했다.

아울러 대구시는 해평 취수장을 공동 이용할 경우 연간 100억원 규모의 상생기금을 조성해 해평 등 상수원보호구역 주민들에게 지원할 것과 구미경제 활성화를 위한 국책사업추진과 대구·구미 간의 생활공동체 형성을 위한 협력방안을 제시 했다.
