국민의힘 김병욱 의원(국회 교육위원회)은 서울대학교에서 받은 ‘서울대 지역균형전형 입학생 지역별 현황’에 따르면, 경기도 소재 고교 출신이 24.9%로 가장 많고, 서울 21.4%, 대구 6.1%, 경북 5.6%, 광주·경남 5.2%, 인천·충북 4.4%, 대전 3.8%, 부산 3.2%, 전북·충남 3%, 울산·전남 2.6%, 제주 2.4%, 강원 1.7%, 세종 0.6% 순이었다고 6일 밝혔다.

서울대학교의 ‘지역균형전형’은 전국 고교 학교장에게 2명의 학생을 추천받아 1차 서류, 2차 성적과 면접 등으로 평가를 하고, 수능에서 국어‧수학‧영어‧탐구 중 3개 영역 등급 합이 7등급 안에 들면 최종 합격하는 제도다.

그러나 ‘지역균형전형’으로 서울대에 입학한 학생의 절반 이상이 수도권 출신인 것으로 드러나면서, 이 제도가 원래 취지와 다르게 운영되고 있다는 지적이 나오고 있다.

서울대에 입학한 수도권 학생 비중이 높은 이유는 서울‧경기 등 수도권 지역에 학교가 많은 것도 있지만, 전형 과정에서 자기소개서 작성, 면접을 준비하거나 수능에서 최저학력기준을 맞추는데 필요한 사교육을 받을 수 있는 교육 여건이 지방보다 월등하기 때문으로 풀이된다.

이에 김병욱 의원은 “지역의 인재를 고르게 뽑겠다며 도입한 지역균형전형마저 수도권 학생들에게 유리한 것이 현실”이라며, “학령인구 감소로 지역소멸 위기에 놓인 지방의 교육 환경을 획기적으로 개선하고, 지역 간 불균형이 발생하지 않도록 전형 제도를 개선할 필요가 있다”고 말했다.
