아울러 “대한민국의 초‧중‧고 학생이라면 성인이 되기 전 적어도 1회 이상 반드시 독도에 방문할 수 있도록, 교육부와 각 시‧도교육청이 관련 사업을 적극적으로 발굴 추진하고 울릉군 내 폐교부지 등을 활용하여 학생들을 수용할 수련관을 확보하는 데 재정 투자를 아끼지 말아야 한다“고 덧붙였다.
