박성만 의장은 "1877년 메이지 정부가 독도는 일본 영토가 아니라고 공식 선언했음에도, 일본은 1905년에 시마네현이 독도를 일본 영토로 편입한 것은 명백한 제국주의적 침탈"이라고 비판하며, "일본이 독도에 대해 '임자 없는 땅'이라며 일본 영토로 편입했다는 것은 역사적 사실에 반하는 모순"이라고 말했다.

또한 "대한제국이 1900년 칙령 제41호로 독도를 울도군 관할로 두었을 때 일본은 이를 반대하지 않았으며, 일본이 지금은 '일본 영토'라고 주장하는 것은 논리적으로 불가능한 주장"이라며 강하게 비판했다. 박 의장은 "경상북도가 일본 섬을 관할에 편입하면 그것이 대한민국 영토가 되는 것이냐?"라고 물으며 일본의 주장을 반박했다.

연규식 독도수호특별위원장은 "대일평화조약에 독도가 대한민국 영토로 명시되지 않았다는 이유로 일본이 독도를 일본 영토로 주장하는 것은 어불성설"이라고 주장하며, "연합국은 대일평화조약 체결 전에 독도를 일본 영토에서 제외시켜 시마네현 고시를 부정했다"고 국제법적 정당성을 강조했다.

그는 또한 "거짓은 천 번을 말해도 진실이 되는 것이 아니며, 반복된 거짓은 결국 말하는 사람만 '진짜 나쁜 거짓말쟁이'가 된다"고 일본의 주장을 일축했다.

The Gyeongsangbuk-do Provincial Council firmly opposes Japan’s claim to Dokdo and urges Japan to respect historical facts and international law.
